Position
Summary:
MSI
seeks Justice Sector Advisors for an upcoming project to improve the capacity
of Afghanistan criminal court and judicial systems. The project will work closely with the
Afghanistan courts, judges, court administrators and judicial specialists to
provide far reaching, in-depth guidance and support.
Responsibilities:
Advise and interpret current and new
legislation within the Government of Afghanistan.
Provide technical guidance and training
on court administration practices, rules, processes, administrative best
practices, case flow and management techniques, information technology and file
storage and security.
Coordinate with Justice Ministries
regarding the substance of proposed legislation and work with the Government of
Afghanistan to ensure the passage of proposed legislation into law.

Position
Summary:
The
Iraq LSP program is at the cutting edge in promoting a new era of political
stability in Iraq. The program of technical assistance is designed to improve
the functioning of the Council of Representatives (COR) the highest body of
democratic institutions in Iraq. The AECOM/MSI team of long- and short-term,
international and local specialists will build the capacity of the members and
staff of parliament to debate laws in a formal constructive environment, form
and run parliamentary committees, analyze and properly vet proposed
legislation, improve the functioning of the Speakers Office in its role as
Parliamentary oversight, improve the ability of parliament to oversee the
executive branch and national budget, and ensure greater participation of
political parties from all factions and regions.
The
program objectives and activities are initially structured as follows:
I. Core Functions of National Level

Objective 2. Strengthened COR Staff Capacity and Political Will
for Staff Reform
II. Policy, Legal, Regulatory Environment

The
main counterpart to the program is the Members Affairs and Parliamentary
Development Committee of the COR, though the work will necessarily involve many
members, committees, and the newly formed Parliamentary Institute.
Responsibilities:
The
Institutional Development Advisor:
Participates on a team of international
and Iraqi long- and short-term advisors providing technical assistance (advice
and guidance, training, organizational development and other capacity building
services) to program counterparts such as members and staff of the COR,
committees of the COR, and staff of the new Parliamentary Institute.
Is responsible for the technical implementation
of activities corresponding primarily to LSP Objective 1 Development of the
Parliamentary Institute, and Objective 2 Strengthened COR Staff Capacity and
Political Will for Staff Reform, and contributing to the implementation of
other, related tasks.
Is familiar with the LSP scope of work
(copy provided as supplement to this document).
Works with the COP and others to
understand evolving political, organizational and technical context for the
LSP, and client and counterpart expectations.
Based on understanding of context,
expectations and knowledge of comparative international experience, leads or
guides the development and implementation of a work plan for Objectives 1 and
2: designs tasks to achieve the desired results; selects and manages resources
(e.g. staff, consultants, material) and activities; guides the design of
relevant performance indicators and supports the monitoring of results; reports
progress, obstacles and results to project personnel and external stakeholders
under direction of COP.
Supervises LSP personnel and consultants
as assigned by the COP.
Provides quality assurance and quality
control for activities implemented under his/her responsibility.
Stays abreast of best practices in
technical fields related to the project scope.
Alerts the COP and others on the project
management team if unusual risks or liabilities are identified that could
undermine or jeopardize the safety of the team or the ability of the AECOM/MSI
team to achieve the desired LSP results.
Actively promotes good will and
effective working relationships with all implementing partners including
clients, subcontractors, host country counterparts, the project field team and
the MSI home office.
Job
qualifications : Qualifications:
8 years of relevant experience at the
national or international level;
Extensive knowledge of legislatures and
experience involving parliaments is essential;
Knowledge of Budget, Public Accounts
and/or Legislative Drafting/Process and/or Parliamentary Research;
Proven skills in managing training and
capacity building programs in the public sector over a minimum period of five
years, combined with overall professional experience of at least ten years;
Excellent interpersonal skills and ability
to work in a multi-cultural/multinational/ multi-stakeholder setting
Familiarity with international
institutions dealing with parliaments;
Familiarity with Iraq and its political
background and familiarity with Islamic legislative background a distinct
advantage;

Objective: To
develop a preliminary stronghold-based salmon conservation strategy proposal

Deliverables:
1. Map and
describe current salmon distribution by species and relative abundance in North

Ideal start date mid-November, with final project

Job description : Send a Cow
is an international NGO set up in 1988 now working in 9 African countries. Its vision is a world without hunger and
malnutrition. Its mission is to enable
disadvantaged families in rural Africa to attain food and livelihood security
by developing sustainable agricultural systems which integrate crops and
livestock with social development. Send
a Cow (SAC) has been working in Rwanda for 7 years.
We are now seeking to appoint a Country Director for
this established programme.
Key responsibilities
To work
with staff, partners and the UK office to develop and implement organisational
and programmatic strategies, policies and procedures
To
develop and maintain on an annual basis, a rolling strategic plan and budget
To
ensure results-based information management systems are in place
To
monitor and report to the UK office on all SAC Rwanda performance and financial
matters
To lead,
manage, mentor and support the Rwandan Senior Management Team
To
ensure effective financial and resource management including preparation of
annual budget and accounts
To
ensure the organisation has an appropriate strategy for generating and raising
funds to finance its strategic plans
To ensure funds are managed to achieve value for money
and in a transparent manner which can be explained to donors and supporters in
the UK
To
represent SAC to other organisations, government, partners and donors within
Rwanda and more widely in the region
Job qualifications :
Essential competencies
5 years
experience in a senior management position, preferably in an NGO
Relevant
Bachelors degree
Motivating
a multi-disciplinary team
Promoting
accountability and stewardship of resources
Working
sensitively with community, government and religious organisations
Participatory
strategic planning, monitoring and evaluation
Developing
project proposals for funding
Skills
and experience of budgeting
Fluency
in spoken and written English and Kinyarwanda
Actively
committed to Send a Cows Christian values and

Experience
of working at grassroots level in rural development
