Delhi, India as Senior Education Specialist.

Duties and Accountabilities:
The team is
seeking a candidate who can lead or participate in teams to develop, appraise,
and supervise education (or human development) sector operations that
contribute to clients’ efforts to reform their education/training programs,
expand access, and improve quality. The
selected candidate will also help to develop and implement sector strategies,
mainly in the areas of Education and Training but possibly, also contribute to
broader human development strategies.
She/he will provide specialized technical inputs and guidance to
counterparts, and lead the preparation of analytical work. The candidate will also be asked to work on
cross-sectoral teams to contribute to products such
as public expenditure reviews, decentralization options and program
evaluations.
Selection Criteria:
· Education/Experience: A Master’s Degree or a higher degree in
Education or Economics is strongly preferred but we are willing to consider
other combinations of education and experience with a minimum of 8 years of
relevant experience. Demonstrated
knowledge of and experience in addressing human development sector issues.
· Teamwork:
Success in working in teams both as a team member and as a team leader.
· Conceptual and Analytic Skills: A creative, sharp intelligence that can
conceptualize and think through issues, and provide value for counterparts
interested in improving their Education policies. Ability to think “out of the box” and to help
clients develop a flexible and creative approach to education strategies.
· Time Management: A record of prioritizing and managing time to
deliver high priority and top quality products.
This must be coupled with capability to manage significant uncertainties
in the work program and to undertake a range of tasks simultaneously.
· Communication and Client Relations: An excellent record of sharing information
with colleagues, clients, and managers. A record of promptly responding to clients’ requests and
successfully conducting policy dialogue.
· Interpersonal and diplomatic skills: Capacity to interact effectively with a range
of stakeholders within and outside the Bank.

Agricultural Research (ACIAR) forms part of Australia’s official development
assistance program. ACIAR’s main role is the identification of agricultural and

Job
qualifications : We are seeking to fill a senior,
international contract position as Research and Extension Manager based in
Phnom Penh, Cambodia. The appointee would have responsibility for managing a
team of staff involved in implementation management, monitoring and reporting
functions and would collaborate with ACIAR’s Research Program Managers based in
Canberra. This requires strong interpersonal skills, the ability to lead
planning and implementation of the Component and the ability to manage
relationships with Cambodian and international research and extension agencies,
NGOs and the private sector. The manager would also need skills in
administrative and financial management of donor projects in SE Asia,
preferably with in-country project leader experience. Applicants should have an
agriculture-related degree, preferably with postgraduate qualifications and
experience in management of agricultural research and extension programs. An
understanding of South East Asian agriculture, research and extension systems
and of adult learning processes is required.

SNV
Burkina currently focus its work on poverty reduction through two major impact
areas: “Sustainable and Equitable Production, Income and Employment (PIE)”, as
well as “Effective, Efficient and Increased Access to and Delivery of Basic
Services (BASE)”. Governance is an important cross-cutting theme.
Sustainability, gender equity and social inclusion are key elements of good
governance. SNV contributes to poverty reduction by providing capacity
development services to partner organisations at “meso” or intermediate level in order to improve their
performance, so that they can make better deliberate choices, deliver
appropriate services to their members and defend the interests of poor people.
To
contribute to the fight against desertification and make household energy
accessible for the poor, SNV has recently chosen to promote the use of biogas.
The overall goal of SNV Burkina Faso is to contribute to improve the
livelihoods and quality of life of rural farmers in Burkina Faso through
exploiting the market and non-market benefits of domestic biogas.
In
this context, SNV Burkina Faso is seeking a senior advisor with a strong
professional background in biogas.
The
main responsibilities will be:
A.
Advisory Services
• Support clients in developing and
implementing successful biogas/RE dissemination programmes
• Support the operational management of
the DBP (Domestic Biogas Program) through coaching of and advice to its project
coordinator and other staff members
• Lead the implementation of the SNV
Burkina Faso strategy for Biogas, and translate it into continued support
activities to a wide range of actors
• Provide client focused quality capacity
building advisory services to multi-actors and Local Capacity Builders (LCBs)
in Biogas
• Initiate and contributes to regional
activities within his/her field of expertise
• Stimulate market and product innovation
by the team
• Facilitate evaluation and impact
assessment of the programme interventions both at

Learning & Teamwork
• Advise the SNV Regional/Country
Management Team on all matters related to Biogas development

Project Summary: MSI holds a
contract to provide Program Support Services to USAID/Angola. One component of this contract is to render
professional services for the preparation of the Operational Plan and the
Performance Report. MSI seeks a consultant to support the writing of the Annual
Performance Report for USAID/Angola in November. The anticipated dates for the consultant to
be in Angola are November 12-24, 2008.
The purpose of the Performance Plan and Report for FY 2008 is to capture
the results achieved by USAID/Angola during FY 2008, and to set targets for
results projected for FY 2009 and FY 2010.
Information from this report helps meet statutory requirements and
management needs. For example,
Washington will use these reports to prepare the upcoming Congressional Budget
Justification and Annual Performance Report in compliance with the Government Performance
Results Act (GPRA) mandate for annual reports to Congress and the public; and
in annual reporting to the Office of Management and Budget (OMB) using the
Program Assessment Rating Tool (PART).
Position Summary: The information
gathering portion of this task will be done through a review of pertinent
documents while in the US and in Luanda, as well as through group meetings and
interviews with USG staff members and its implementing partners in Luanda. It is expected that the meetings and
interviews will be held at the US Embassy but it is possible that some may
occur offsite at, for example, the office of an implementing partner. Prior to their arrival in Luanda, every
effort will be made to capture information that can be transmitted to the
consultant concerning activities conducted by other actors such as the Angolan
government or other donors, therefore, no discussion with stakeholders outside
of the USG ambit is anticipated.
Responsibilities:
* Review the guidance on Performance Report
preparation that will be provided by USAID/Angola and other relevant
information made publicly available.
* Review the USAID/Angola strategic plan
and the most recent CBJ submissions for USAID/Angola and the State Department
* Review the material to be sent by the USG/Angola
interagency team that will describe: i) the work of non-USG actors in related
assistance areas in Angola; and ii) the minutes of USG/Angola interagency
meetings convened to prepare the Performance Report.
* Meet with the USG/Angola interagency team

new information and clarify outstanding issues related to the Performance
Report preparation.

* Prepare a summary of the principal
