The South Asia Education Team (SASHD) at the New Delhi Office of the World Bank seeks to hire an experienced and highly motivated professional to join their team in New Delhi, India as Senior Education Specialist.   On offer is a unique opportunity to work in a world-class environment, on a highly stimulating work program.   This is a local hire, term position.

In line with the World Bank’s mission, the South Asia Education Team is geared towards helping partner countries achieve sustained growth and poverty reduction through developing high quality education systems.

Duties and Accountabilities:

The team is seeking a candidate who can lead or participate in teams to develop, appraise, and supervise education (or human development) sector operations that contribute to clients’ efforts to reform their education/training programs, expand access, and improve quality.  The selected candidate will also help to develop and implement sector strategies, mainly in the areas of Education and Training but possibly, also contribute to broader human development strategies.  She/he will provide specialized technical inputs and guidance to counterparts, and lead the preparation of analytical work.  The candidate will also be asked to work on cross-sectoral teams to contribute to products such as public expenditure reviews, decentralization options and program evaluations.

Selection Criteria:

·    Education/Experience:  A Master’s Degree or a higher degree in Education or Economics is strongly preferred but we are willing to consider other combinations of education and experience with a minimum of 8 years of relevant experience.  Demonstrated knowledge of and experience in addressing human development sector issues. 

·    Teamwork:  Success in working in teams both as a team member and as a team leader.

·    Conceptual and Analytic Skills:  A creative, sharp intelligence that can conceptualize and think through issues, and provide value for counterparts interested in improving their Education policies.  Ability to think “out of the box” and to help clients develop a flexible and creative approach to education strategies.

·    Time Management:  A record of prioritizing and managing time to deliver high priority and top quality products.  This must be coupled with capability to manage significant uncertainties in the work program and to undertake a range of tasks simultaneously.

·    Communication and Client Relations:  An excellent record of sharing information with colleagues, clients, and managers.  A record of promptly responding to clients’ requests and successfully conducting policy dialogue. 

·    Interpersonal and diplomatic skills:  Capacity to interact effectively with a range of stakeholders within and outside the Bank.

Job description : The Australian Centre for International Agricultural Research (ACIAR) forms part of Australia’s official development assistance program. ACIAR’s main role is the identification of agricultural and natural resource policy and management problems of developing countries, commissioning collaborative projects between Australian and developing country research institutions and publishing and communicating the results of the research.  It is expected that ACIAR will manage the Research and Extension component of the new 5 year, $ 42 million Cambodia Agricultural Value Chain Program, which is anticipated to commence in early 2009. CAVAC’s goal is to accelerate growth in the value of agricultural production and smallholder incomes in selected provinces (Kampong Thom, Takeo and Kampot) through improved productivity of rice-based farming systems. 

CAVAC’s Research and Extension component, co-funded by AusAID and ACIAR, will

-        Fund and manage programs of priority research activities that address constraints in selected value chains;

-        Implement a farmer extension program among participating water user and agribusiness groups,

-        Enhance the capacity of extension providers to transfer improved technologies and information to farmers;

-        Develop and implement a partnership program linking researchers, extensionists, farmers and agribusiness;

-        Assist in sustaining the operational capacity of the Cambodian Agricultural Research and Development Institute.

Job qualifications : We are seeking to fill a senior, international contract position as Research and Extension Manager based in Phnom Penh, Cambodia. The appointee would have responsibility for managing a team of staff involved in implementation management, monitoring and reporting functions and would collaborate with ACIAR’s Research Program Managers based in Canberra. This requires strong interpersonal skills, the ability to lead planning and implementation of the Component and the ability to manage relationships with Cambodian and international research and extension agencies, NGOs and the private sector. The manager would also need skills in administrative and financial management of donor projects in SE Asia, preferably with in-country project leader experience. Applicants should have an agriculture-related degree, preferably with postgraduate qualifications and experience in management of agricultural research and extension programs. An understanding of South East Asian agriculture, research and extension systems and of adult learning processes is required.

Job description : SNV is a Dutch based international Development Organisation that provides Capacity Development Services to local institutions and organizations in more than 30 developing countries in Asia, Africa, Latin America and Eastern Europe.

Present in Burkina Faso since 1970, SNV is composed of 4 multidisciplinary, multinational portfolio teams of 8 to 10 permanent advisors each. Two portfolios are located in Ouagadougou and two in Bobo-Dioulasso.

SNV Burkina currently focus its work on poverty reduction through two major impact areas: “Sustainable and Equitable Production, Income and Employment (PIE)”, as well as “Effective, Efficient and Increased Access to and Delivery of Basic Services (BASE)”. Governance is an important cross-cutting theme. Sustainability, gender equity and social inclusion are key elements of good governance. SNV contributes to poverty reduction by providing capacity development services to partner organisations at “meso” or intermediate level in order to improve their performance, so that they can make better deliberate choices, deliver appropriate services to their members and defend the interests of poor people.

To contribute to the fight against desertification and make household energy accessible for the poor, SNV has recently chosen to promote the use of biogas. The overall goal of SNV Burkina Faso is to contribute to improve the livelihoods and quality of life of rural farmers in Burkina Faso through exploiting the market and non-market benefits of domestic biogas.

In this context, SNV Burkina Faso is seeking a senior advisor with a strong professional background in biogas.

The main responsibilities will be:

A. Advisory Services

        Support clients in developing and implementing successful biogas/RE dissemination programmes

        Support the operational management of the DBP (Domestic Biogas Program) through coaching of and advice to its project coordinator and other staff members

        Lead the implementation of the SNV Burkina Faso strategy for Biogas, and translate it into continued support activities to a wide range of actors

        Provide client focused quality capacity building advisory services to multi-actors and Local Capacity Builders (LCBs) in Biogas

        Initiate and contributes to regional activities within his/her field of expertise

        Stimulate market and product innovation by the team

        Facilitate evaluation and impact assessment of the programme interventions both at Client/Partner level and beneficiary level

B. Learning & Teamwork

        Advise the SNV Regional/Country Management Team on all matters related to Biogas development

        Lead (facilitates and coordinates) sharing and learning among members of the Biogas regional network; best practices, methods, tools, case-studies etc.

        Give strategic direction for the scaling up of the programme’s activities; provide on-the-job support, coaching, technical backstopping and guidance to SNV advisors across all portfolios and LCBs on the above mentioned issues

        Document results, including the process followed and the support supplied by SNV, and present study and research findings at relevant fora

        Develop effective external knowledge alliances with high level knowledge institutes; promote the participation of SNV in high profile knowledge events; promote the publication of SNV-knowledge to external public

        Lead (facilitate and coordinate) the implementation of Biogas SNV Burkina Faso strategy in line with SNV Burkina Faso Management Agreement

        Lead (facilitates and coordinates) product development: transform current advisory practice in marketable products and services and develop new relevant and meaningful products

C. Positioning/networking/resource mobilization

        Provide input for decision making in biogas/RE practice area development in the Asia region regarding positioning

        Actively explore new markets – product - client combinations

        Develop strategic alliances and partnerships which leads to creating income and employment opportunities and increasing production in agriculture sector with complementary international and national service providers and donors

        Support and promote collaboration between stakeholders in the sector especially at national level. Actively engage with stakeholders to further increase the priority of the sector on government’s and donor’s agendas

        Contribute to external resource mobilization: identify opportunities, develop sector and concrete programs resource mobilization strategy, and manage proposal development for SNV team and clients

        Represent SNV and its interests effectively in (inter) national, regional and local level forums as appropriate

        Support mainstreaming good governance, gender equity and social inclusion in the DBP

Job qualifications : Requirements:

Educational background:

        Masters degree in Agro-economy, Agronomy, rural development or equivalent and an academic level of working in rural development/ renewable energy.

Experience:

        At least 10 years work experience in advisory service delivery, of which 5 at a senior level in a diverse and complex international environment. Experience in Biogas/ Renewable energy programs would be an advantage

        Proven track record in capacity building, process facilitation and resource mobilization

        Experience in micro and medium size enterprise development and insight into problems and constraints in stimulating private-public partnerships

        Ability and experience in analysing the socio- economical and political context of biogas

        Broad experience in networking, alliances building, facilitation of multi-stakeholder processes, product development, organisational learning, institutional change processes, and strategy formulation

        Demonstrated experience in publishing

Knowledge:

        Strong (state of the art) knowledge of biogas promotion approaches

        Knowledge of (inter) national strategies for poverty alleviation, rural development

        Knowledge of SNV cross-cutting themes as good governance and gender equity

        Intelligence tools as wel as business modelling

        Achieved recognized results in related knowledge development (e.g. articles, publications, as speaker on professional relevant congresses/seminars)

        Knowledge of and experience with participatory monitoring and evaluation systems and with process documentation for future reference, organizational learning and decision making.

Skills:

The duty station is Ouagadougou, the Capital of Burkina Faso.

Health services: reasonable to good.

Educational facilities: There are different international schooling systems in English (International School based on American system) and a French International School. Both are of good quality. There is a Dutch School for Dutch language for several hours per week.

Security situation: good

Accessibility: five (5) times a week direct flights to and from Europe, daily via others hubs.

Salary Scale 11: EUR 2.795,02 minimum – maximum EUR 4294,82 gross per month (hypo tax will be deducted) depending on relevant working experience, excluding attractive secondary conditions and individual allowances

Project Summary: MSI holds a contract to provide Program Support Services to USAID/Angola.  One component of this contract is to render professional services for the preparation of the Operational Plan and the Performance Report. MSI seeks a consultant to support the writing of the Annual Performance Report for USAID/Angola in November.  The anticipated dates for the consultant to be in Angola are November 12-24, 2008.  The purpose of the Performance Plan and Report for FY 2008 is to capture the results achieved by USAID/Angola during FY 2008, and to set targets for results projected for FY 2009 and FY 2010.  Information from this report helps meet statutory requirements and management needs.  For example, Washington will use these reports to prepare the upcoming Congressional Budget Justification and Annual Performance Report in compliance with the Government Performance Results Act (GPRA) mandate for annual reports to Congress and the public; and in annual reporting to the Office of Management and Budget (OMB) using the Program Assessment Rating Tool (PART).

Position Summary: The information gathering portion of this task will be done through a review of pertinent documents while in the US and in Luanda, as well as through group meetings and interviews with USG staff members and its implementing partners in Luanda.  It is expected that the meetings and interviews will be held at the US Embassy but it is possible that some may occur offsite at, for example, the office of an implementing partner.  Prior to their arrival in Luanda, every effort will be made to capture information that can be transmitted to the consultant concerning activities conducted by other actors such as the Angolan government or other donors, therefore, no discussion with stakeholders outside of the USG ambit is anticipated. 

Responsibilities:

    * Review the guidance on Performance Report preparation that will be provided by USAID/Angola and other relevant information made publicly available.

    * Review the USAID/Angola strategic plan and the most recent CBJ submissions for USAID/Angola and the State Department

    * Review the material to be sent by the USG/Angola interagency team that will describe: i)  the work of non-USG actors in related assistance areas in Angola; and ii) the minutes of USG/Angola interagency meetings convened to prepare the Performance Report.

    * Meet with the USG/Angola interagency team and individual staff members to review information already gathered, collect new information and clarify outstanding issues related to the Performance Report preparation.

    * Meet with the principal USG implementing partners to review information already gathered, collect new information and clarify outstanding issues related to the Performance Report preparation.

    * Prepare a summary of the principal findings of the information gathering segment of the Performance Report preparation and outline in bullet format the content of the findings for presentation to the USG/Angola interagency team.

    * Review draft narrative sections of the Performance Report and revise as necessary for the USG/Angola interagency team.

    * Revise portions of the narrative sections of the Performance Report based on feedback on the draft received from the USG/Angola senior management team. 

Job qualifications : Qualifications:

    * Demonstrated expertise and analytical capability to understand detailed planning guidance and to synthesize complex information on assistance programs in a variety of areas;

    * At least 15 years of experience working on USAID and/or other donor planning documents;

    * Ability to facilitate large group meetings for information gathering purposes and have them result in consensus within a pre-determined time frame;

    * Excellent writing skills with the ability to articulate in a straightforward manner that can be understood by the lay person;

    * Prior work experience in sub-Saharan Africa is a plus.

Objective:  To develop a preliminary stronghold-based salmon conservation strategy proposal for the territory of North Korea, in anticipation of normalization of relations and closer international collaboration within the next three years.

Deliverables:

1.      Map and describe current salmon distribution by species and relative abundance in North Korea (post-2000 preferred);

2.      Use best expert judgment to map river basins with healthiest salmon habitat (strongholds) in North Korea and the DMZ;

3.      Draft wild salmon conservation strategy for North Korea.

Ideal start date mid-November, with final project delivery in March 2009, but dates subject to negotiation.  This is a contract position, thus the contractor may be based anywhere as long as s/he has the essential skills and can travel to acquire the necessary information.  Travel must be included in the budget proposal, which constitutes an essential component of the application.
