The USAID Tatweer project (development in Arabic) provides comprehensive assistance to Iraqi ministries and offices delivering services to the Iraqi people. Job Description/Position Summary:

Management Systems International is seeking candidates for the public sector capacity building project. The Project Management Advisor for Tatweer Project will serve as a technical advisor to key Iraqi Ministries and local governments in provinces. This will be a long term contract (1 year).

Responsibilities:

        The project management Advisor will attend meetings and coordinate with the Iraqi Ministry officials and Tatweer Senior Advisors to assess training needs and capacity development programs and focus on training, coaching and mentoring Iraqi civil servants on project design & management, project life cycle and issues related to budget execution and project delivery.

        The Advisor will provide technical assistance in the following areas: enhancing international best practices in Project Management, developing work plans & work breakdown structure for projects, schedules, establish project control systems, strengthen the organizational and operational systems.

        The Advisor will be responsible to prepare for and conduct training courses/workshops for selected Iraqi government officials.

        Perform any other task, which may be assigned for the fulfillment of the department objectives.

Job qualifications : Qualifications:

        Advanced degree in Engineering, Management or related field.

        10+ years experience in international development assistance and training experience preferably in Iraq/Middle East. Previous USAID experience preferred.

        Excellent English written and verbal communications skills and ability to work with high level government officials.

        Arabic language is a plus.

        Flexible and ability to adapt to potentially harsh living environment.

In line with the World Food Program’s (WFP) future strategic direction to better use its purchasing power to support the sustainable development of food security, WFP is launching a set of pilot activities, primarily in Africa, to further explore programming and procurement modalities that have the best potential to stimulate agricultural and market development in a way that maximizes benefits to smallholder/low income farmers. This effort is known as “Purchase for Progress” or P4P and will be implemented over a five year period from 2008-2013.  This project will provide guidance on how to structure and redesign WFP’s Monitoring & Evaluation (M&E) systems to achieve and capture maximum program effectiveness

Position Summary:

This is a one to two month consultancy that will take the lead in developing an appropriate evaluation approach for the P4P pilots to ensure that: 1) The information necessary to assess outcomes is available; 2) Existing data and national reporting systems are assessed for their relevance; and 3) Anticipate data quality problems and external factors affecting the P4P pilots.

Responsibilities:

    Design an evaluation approach to measure the impact of P4P pilots

    Develop and pre-test baseline data collection methodology including related data collection instruments, training materials and sampling guidelines in at least one P4P pilot country

    Pre-test and revise baseline data collection instruments, sampling guidelines and training materials

    Develop relevant training materials to acquaint WFP and partner staff on the appropriate application/use of the baseline instruments designed by the selected service provider

Job qualifications : Qualifications:

    Experience assessing agricultural projects required

    Experience performing UN impact assessments required

    Experience performing WFP assessment or providing assessment training to the WFP preferred

    Experience designing, developing and pre-testing baseline data collection methodology required. This experience includes creating or tweaking data collection instruments, training materials and sampling guidelines

    Experience designing, updating or synchronizing M&E systems preferred

    Experience working with farmers, farmer associations and/or supply chains strongly preferred

Present in Burkina Faso since 1970, SNV is composed of 4 multidisciplinary, multinational portfolio teams of 8 to 10 permanent advisors each. Two portfolios are located in Ouagadougou and two in Bobo-Dioulasso.

SNV Burkina currently focus its work on poverty reduction through two major impact areas: “Sustainable and Equitable Production, Income and Employment (PIE)”, as well as “Effective, Efficient and Increased Access to and Delivery of Basic Services (BASE)”. Governance is an important cross-cutting theme. Sustainability, gender equity and social inclusion are key elements of good governance. SNV contributes to poverty reduction by providing capacity development services to partner organisations at “meso” or intermediate level in order to improve their performance, so that they can make better deliberate choices, deliver appropriate services to their members and defend the interests of poor people.

To contribute to the fight against desertification and make household energy accessible for the poor, SNV has recently chosen to promote the use of biogas. The overall goal of SNV Burkina Faso is to contribute to improve the livelihoods and quality of life of rural farmers in Burkina Faso through exploiting the market and non-market benefits of domestic biogas.

In this context, SNV Burkina Faso is seeking a senior advisor with a strong professional background in biogas.

The main responsibilities will be:

A. Advisory Services

        Support clients in developing and implementing successful biogas/RE dissemination programmes

        Support the operational management of the DBP (Domestic Biogas Program) through coaching of and advice to its project coordinator and other staff members

        Lead the implementation of the SNV Burkina Faso strategy for Biogas, and translate it into continued support activities to a wide range of actors

        Provide client focused quality capacity building advisory services to multi-actors and Local Capacity Builders (LCBs) in Biogas

        Initiate and contributes to regional activities within his/her field of expertise

        Stimulate market and product innovation by the team

        Facilitate evaluation and impact assessment of the programme interventions both at Client/Partner level and beneficiary level

B. Learning & Teamwork

        Advise the SNV Regional/Country Management Team on all matters related to Biogas development

        Lead (facilitates and coordinates) sharing and learning among members of the Biogas regional network; best practices, methods, tools, case-studies etc.

        Give strategic direction for the scaling up of the programme’s activities; provide on-the-job support, coaching, technical backstopping and guidance to SNV advisors across all portfolios and LCBs on the above mentioned issues

        Document results, including the process followed and the support supplied by SNV, and present study and research findings at relevant fora

        Develop effective external knowledge alliances with high level knowledge institutes; promote the participation of SNV in high profile knowledge events; promote the publication of SNV-knowledge to external public

        Lead (facilitate and coordinate) the implementation of Biogas SNV Burkina Faso strategy in line with SNV Burkina Faso Management Agreement

        Lead (facilitates and coordinates) product development: transform current advisory practice in marketable products and services and develop new relevant and meaningful products

C. Positioning/networking/resource mobilization

        Provide input for decision making in biogas/RE practice area development in the Asia region regarding positioning

        Actively explore new markets – product - client combinations

        Develop strategic alliances and partnerships which leads to creating income and employment opportunities and increasing production in agriculture sector with complementary international and national service providers and donors

        Support and promote collaboration between stakeholders in the sector especially at national level. Actively engage with stakeholders to further increase the priority of the sector on government’s and donor’s agendas

        Contribute to external resource mobilization: identify opportunities, develop sector and concrete programs resource mobilization strategy, and manage proposal development for SNV team and clients

        Represent SNV and its interests effectively in (inter) national, regional and local level forums as appropriate

        Support mainstreaming good governance, gender equity and social inclusion in the DBP

Job qualifications : Requirements:

Educational background:

        Masters degree in Agro-economy, Agronomy, rural development or equivalent and an academic level of working in rural development/ renewable energy.

Experience:

        At least 10 years work experience in advisory service delivery, of which 5 at a senior level in a diverse and complex international environment. Experience in Biogas/ Renewable energy programs would be an advantage

        Proven track record in capacity building, process facilitation and resource mobilization

        Experience in micro and medium size enterprise development and insight into problems and constraints in stimulating private-public partnerships

        Ability and experience in analyzing the socio- economical and political context of biogas

        Broad experience in networking, alliances building, facilitation of multi-stakeholder processes, product development, organisational learning, institutional change processes, and strategy formulation

        Demonstrated experience in publishing

Knowledge:

        Strong (state of the art) knowledge of biogas promotion approaches

        Knowledge of (inter) national strategies for poverty alleviation, rural development

        Knowledge of SNV cross-cutting themes as good governance and gender equity

        Intelligence tools as well as business modelling

        Achieved recognized results in related knowledge development (e.g. articles, publications, as speaker on professional relevant congresses/seminars)

Accessibility: five (5) times a week direct flights to and from Europe, daily via others hubs.

Objective:  To develop a preliminary stronghold-based salmon conservation strategy proposal for the territory of North Korea, in anticipation of normalization of relations and closer international collaboration within the next three years.

Deliverables:

1.      Map and describe current salmon distribution by species and relative abundance in North Korea (post-2000 preferred);

2.      Use best expert judgment to map river basins with healthiest salmon habitat (strongholds) in North Korea and the DMZ;

3.      Draft wild salmon conservation strategy for North Korea.
