Description/Position Summary:
Management
Systems International is seeking candidates for the public sector capacity
building project. The Project Management Advisor for Tatweer
Project will serve as a technical advisor to key Iraqi Ministries and local
governments in provinces. This will be a long term contract (1 year).
Responsibilities:
• The project management Advisor will
attend meetings and coordinate with the Iraqi Ministry officials and Tatweer Senior Advisors to assess training needs and
capacity development programs and focus on training, coaching and mentoring
Iraqi civil servants on project design & management, project life cycle and
issues related to budget execution and project delivery.
• The Advisor will provide technical

Summary:

line with the World Food Program’s (WFP) future strategic direction to better
use its purchasing power to support the sustainable development of food
security, WFP is launching a set of pilot activities, primarily in Africa, to
further explore programming and procurement modalities that have the best
potential to stimulate agricultural and market development in a way that
maximizes benefits to smallholder/low income farmers. This effort is known as
“Purchase for Progress” or P4P and will be implemented over a five year period
from 2008-2013. This project will
provide guidance on how to structure and redesign WFP’s Monitoring &
Evaluation (M&E) systems to achieve and capture maximum program
effectiveness
Position
Summary:
This
is a one to two month consultancy that will take the lead in developing an
appropriate evaluation approach for the P4P pilots to ensure that: 1) The
information necessary to assess outcomes is available; 2) Existing data and
national reporting systems are assessed for their relevance; and 3) Anticipate
data quality problems and external factors affecting the P4P pilots.
Responsibilities:
• Design an evaluation approach to measure
the impact of P4P pilots
• Develop and pre-test baseline data
collection methodology including related data collection instruments, training
materials and sampling guidelines in at least one P4P pilot country
• Pre-test and revise baseline data
collection instruments, sampling guidelines and training materials
• Develop relevant training materials to
acquaint WFP and partner staff on the appropriate application/use of the
baseline instruments designed by the selected service provider

multinational portfolio teams of 8 to 10 permanent advisors each. Two
portfolios are located in Ouagadougou and two in Bobo-Dioulasso.
SNV
Burkina currently focus its work on poverty reduction through two major impact
areas: “Sustainable and Equitable Production, Income and Employment (PIE)”, as
well as “Effective, Efficient and Increased Access to and Delivery of Basic
Services (BASE)”. Governance is an important cross-cutting theme.
Sustainability, gender equity and social inclusion are key elements of good
governance. SNV contributes to poverty reduction by providing capacity
development services to partner organisations at “meso” or intermediate level in order to improve their
performance, so that they can make better deliberate choices, deliver
appropriate services to their members and defend the interests of poor people.
To
contribute to the fight against desertification and make household energy
accessible for the poor, SNV has recently chosen to promote the use of biogas.
The overall goal of SNV Burkina Faso is to contribute to improve the
livelihoods and quality of life of rural farmers in Burkina Faso through
exploiting the market and non-market benefits of domestic biogas.
In
this context, SNV Burkina Faso is seeking a senior advisor with a strong
professional background in biogas.
The
main responsibilities will be:
A.
Advisory Services
• Support clients in developing and
implementing successful biogas/RE dissemination programmes
• Support the operational management of
the DBP (Domestic Biogas Program) through coaching of and advice to its project
coordinator and other staff members
• Lead the implementation of the SNV
Burkina Faso strategy for Biogas, and translate it into continued support
activities to a wide range of actors
• Provide client focused quality capacity
building advisory services to multi-actors and Local Capacity Builders (LCBs)
in Biogas
• Initiate and contributes to regional
activities within his/her field of expertise
• Stimulate market and product innovation
by the team
• Facilitate evaluation and impact
assessment of the programme interventions both at
Client/Partner level and beneficiary level

Learning & Teamwork
• Advise the SNV Regional/Country
Management Team on all matters related to Biogas development
• Lead (facilitates and coordinates)
sharing and learning among members of the Biogas regional network; best
practices, methods, tools, case-studies etc.
• Give strategic direction for the scaling
up of the programme’s activities; provide on-the-job
support, coaching, technical backstopping and guidance to SNV advisors across
all portfolios and LCBs on the above mentioned issues
• Document results, including the process
