SNV-Cameroon seeks to influence a positive and lasting improvement of poor people’s livelihoods through the development of market value chains in Timber and Non Timber Forest Products and pastoral livestock & bi-products.

SNV-Cameroon is looking for a suitable candidate to fill the position of International Experienced Advisor in Value Chain Development for Livelihoods. Experience with various environments and experience / interest in the inclusive business approach is an asset. The successful candidate will play a significant policy analysis role and provide support to local actors in key cross cutting approaches and issues.

OBJECTIVE

The objectives of the Experienced Advisor Value Chain Development for Livelihoods are:

•        Developing tools and methods aiming at improving contribution livelihoods in pastoral livestock and non-timber Forest products.

•        Identifying products contributing to increasing income;

•        Improving efficiency of SNV operation in Cameroon in the field of income generation and new jobs creation.

MAJOR ACTIVITIES

•        Implement SNV-Cameroon Strategy in contributing to value chain analysis and development with significant impact in livelihoods improvement in selected sub-sectors: Pastoral livestock, Community forestry and second Transformation of timber and Non Timber Forest Products. 

•        Identify key stakeholders, actors and Local Capacity Builders (LCB) in the value chains and support initiatives to establish market linkages, networks and partnerships between them

•        Identify the areas of support that would maximize local value added and creation of income and employment opportunities

•        Identify areas with Inclusive Business potential through identification and support to initiatives to establish market linkages, networks and win-win partnerships between small local stakeholders and large or international business

•        Ensure updated information about trends, market developments and market requirements (regulations, quality standards, trade conditions) in sub-sectors

•        Identify leverage points and design intervention strategies for value chains development including the enabling environment. Support the actors/stakeholders in the selected value chains through participatory processes and by providing advisory services

•        Establish networks and where possible collaborative partnerships with similar and complementary initiatives, undertaken by other organizations, institutions or programs

•        Contribute to the SNV team to further develop and fine-tune the value chain development concept, give strategic direction to the scaling up of the program activities, give technical backstopping and guidance to the SNV-Cameroon teams, provide on-the-job support and coaching of Advisors and LCB on the above mentioned issues

Outputs:

The adviser is expected to deliver the following main outputs:

•        Drafting key case studies showing used tools and achieved results

•        Drafting documents building up results on improving livelihoods.

Job qualifications : REQUIREMENTS:

Qualifications:

•        Master’s degree (or equivalent) in a relevant field (rural development, economics, etc.);

•        Work experience: Minimum of 5 years of relevant working experience in a developing country, preferably in Africa;

•        Proven track record of working in pro-poor growth approaches taking into consideration social inclusion and gender, sustainability and governance related issues in a development context;

•        Very good analytical skills combined with a practical and pragmatic approach oriented towards lasting results;

•        Excellent listening skills combined with oral and written communication skills (in both English and French);

•        Knowledge of and experience with participatory techniques, coaching, networking, learning, alliance building and team building;

•        Broad experience in capacity building, facilitation of multi-stakeholder processes, product development, organisational learning, change processes, and strategy formulation;

•        Good team player, pragmatic and patient negotiator with solution orientated approach.

The successful candidate will play a significant national advisory role as Health Thematic Leader (30% of time) as well as provide technical advice and support to local actors, District Health teams and mutual health organisations (in collaboration with local councils) for improved interaction of service users and providers, more efficient planning and service governance for overall improved quality and equity of health services in the far north region.    

Objective:

The main objectives of the Senior Advisor in Primary Health Care are:

•        To improve equity in access to public health, especially in relation to financing mechanisms to ensure such equity.

•        To coordinate the knowledge development in the sub sector and ensure high quality of advisory services

MAJOR ACTIVITIES:

•        Provide thematic leadership to the health financing work of the Cameroon country programme

•        Support team and partners’ knowledge of public health policies and their various levels of implementation and progress;

•        Reinforce local actors’ capacities so as to enable and monitor progress towards the MDG health goals;

•        Reinforce health districts’ capacities to improve, sustain and monitor progress in terms of quality, accessibility and efficiency of health services;

•        Support organisations and local actors to get a better understanding of micro and macro economic issues affecting health services in the Extreme North region;

•        Help develop and reinforce effective and result orientated partnerships and sharing of knowledge between relevant actors;

•        Participates in knowledge development/ expertise groups and in external and internal networks;

•        Develop / reinforce health service providers’ capacities to develop and engage in a regular and constructive dialogue with health users with a view of making services more relevant to the latter;

•        Reinforce capacities of public services and partners for more equity in access to health services and to measure progress towards such equity;

•        Coaching of peers;

•        Ensure smooth meso and macro relationships among actors.

Outputs

The adviser is expected to deliver the following main outputs:

•        Various governance tolls are in place to support the voice of health service users but also the voice of those who cannot use the services because of inability to pay. This new tools are related to efficiency, rules of law, accountability, transparency, participation and equity.

•        In 8 Health Districts Areas (in two to three provinces), health management committees (at district and at provincial level) are working in a more effective manner in participating to the health service management and controlling the use of health resources.

•        Drafting key case studies showing used tools and achieved results

Job qualifications : Qualifications: 

•        Master’s degree in Public Health (or equivalent) in a relevant field (epidemiology, etc.)

•        Work experience: Minimum of 8 years of relevant working experience in a developing country, preferably in Africa;

•        Proven track record of working with pro-poor approaches, social inclusion and gender, sustainability and governance related issues in a development context;

•        Knowledge of and experience with the functioning of decentralization and transfer of competences in the field of Primary Health Care;

•        Excellent analytical skills combined with a practical and pragmatic approach oriented towards lasting results;

•        Excellent oral and written communication skills;

•        Knowledge of and experience with participatory techniques, coaching, networking, learning, alliance building and team building;

S/he will also provide technical advice and support to a range of local actors that need support in advocating for a more enabling environment but also for the development of pastoral livestock products, in particular milk into the national value chains. The advisor will need to ensure regular interaction with local communities and pastoral groups of various ethnic origins, with local administrations and various service providers. S/he will be able to facilitate improved interaction of actors (with often very different interests) for more efficient planning and governance for overall improved quality equity and social inclusion of local communities in the Province.    

OBJECTIVE

The objectives of the Senior Advisor in Pastoral livestock are:

•        To help local actors to manage and secure pastoral area in supporting partnership and functioning network on pastoral livestock issues;

•        To support local actors in order to analyze the impact of decisions on environment in the field of pasture lands;

•        To reinforce the capacities of local actors to plan their actions particularly in using the results provided by the Geographical Information System software.

MAJOR ACTIVITIES

•        Provide thematic leadership in pastoral livestock issues in the Cameroon country programme;

•        Support team and partners’ knowledge of pastoral livestock and their various levels of implementation and progress;

•        Reinforce local actors’ capacities so as to enable and monitor progress towards poverty reduction and improved governance;

•        Help develop and reinforce effective and result orientated partnerships and sharing of knowledge between relevant actors;

•        Participates in knowledge development/ expertise groups and in external and internal networks;

•        Work in close collaboration with value chain and livelihoods Advisors to support pastoral communities engage – in a win-win collaboration – in the milk product value chain;

•        Develop / reinforce pastoral service providers’ capacities to develop and engage in a regular and constructive dialogue with pastoral livestock users with a view of making services more relevant to the latter;

•        Reinforce capacities of public services and partners for more equity in access to pastoral livestock and to measure progress towards such equity.

Outputs

The adviser is expected to deliver the following main outputs:

•        A visible and useful participation to the definition of a national policy in the field of regulations of pastoral activities (in particular, new Cameroonian Pastoral Law and development of the milk industry);

•        As thematic leader (or country focal point) in the field of pastoral livestock, he/she will draft documents on building up results in this domain.

•        National advisers are coached and other advisers are informed of the achieved results.

•        Drafting key case studies showing used tools and achieved results.

Job qualifications : QUALIFICATIONS:

•        Master’s degree (or equivalent) in a relevant field (agricultural engineer specialized in livestock or zootechnics or Doctor Vet. or in rural development, economics, sociology, etc.

•        Work experience: Minimum of 8 years of relevant working experience in a developing country, preferably in Africa;

•        Proven track record in working successfully on pastoral livestock issues;

•        Mastering word processing, PowerPoint, and data base software;

•        Excellent understanding of and sensitivity to power relations and ethnicity issues that come in the way of work for strengthened collaboration of various actors for improved governance;

•        Knowledge of and experience with the functioning of government/public sector, private sector and civil society organisations, including private public partnerships;

SNV-Cameroon is looking for a suitable candidate to fill the position of International Senior Advisor in Forestry Management and Governance. Experience with various environments and experience / interest in the inclusive business approach is an asset. The successful candidate will play a significant national policy analysis role and provide support to the other teams in key cross cutting approaches and issues.  S/he will also provide advisory services to national clients.

OBJECTIVE

The objectives of the Senior Advisor in Forestry Management and Governance are:

•        To implement the SNV strategy 2010-2012 in the forestry sector;

•        To draw up SNV strategy 2013-2015 in the forestry sector;

•        To make sure that the SNV operations in the forestry sector are coherent (thematic leadership).

MAIN ACTIVITIES:

•        Implement SNV-Cameroon Strategy in contributing to Timber and Non Timber Forest Products with significant impact in governance and pro-poor issues: Community forestry, second transformation of timber and NTFP 

•        Identify key stakeholders, actors and Local Capacity Builders (LCB) in forestry and support initiatives to establish effective and result orientated linkages, networks and partnerships between them

•        Identify areas with inclusive business potential through establishment and support to initiatives in market linkages, networks and win-win partnerships between small local stakeholders and large or international business

•        Identify leverage points and design intervention strategies for sustainable forest management including the enabling environment. Support the actors/stakeholders through participatory processes and advisory services

•        Identify the areas of support that would maximise local value added and creation of income and employment opportunities

•        Reinforce local actors’ capacities so as to enable and monitor progress towards poverty reduction and improved governance

•        Ensure updated information about trends, market developments and requirements (laws, regulations, programs, policies, quality standards, trade conditions) in sub-sectors

•        Establish networks and where possible collaborative partnerships with similar and complementary initiatives, undertaken by other organizations, institutions or programs

•        Take the lead within the SNV team to further develop and fine-tune forestry management and governance, give strategic direction to the scaling up of the program activities, give technical backstopping and guidance to the SNV-Cameroon teams, provide on-the-job support and coaching of Advisors and LCB on the above mentioned issues.

Outputs:

The adviser is expected to deliver the following main outputs:

•        Drafting key case studies showing used tools and achieved results;

•        Writing a monitoring report on Action Plan 2010-2012;

•        Drafting a mini strategy for forestry sector 2013-2015;

•        Drafting documents building up results on SNV strategy in the forestry sector from 2007 to 2012.

Job qualifications : QUALIFICATIONS: 

•        Agricultural or Forestry Engineer or equivalent master’s degree;

•        Work experience: Minimum of 8 years of relevant working experience in a developing country, preferably in Africa;

•        Knowledge in forestry and sustainable forest management including community forestry, forest certification, climate change, Carbone market issues, etc.

•        Proven track record of working in pro-poor growth approaches taking into consideration social inclusion and gender, sustainability and governance related issues in a development context

•        Excellent analytical skills combined with a practical and pragmatic approach oriented towards lasting results

•        Excellent listening skills combined with oral and written communication skills (in both English and French)

•        Knowledge of and experience with participatory techniques, coaching, networking, learning, alliance building and team building

•        Broad experience in capacity building, facilitation of multi-stakeholder processes, product development, organisational learning, change processes, and strategy formulation

•        Good team player, pragmatic and patient negotiator with solution orientated approach

Languages: 

•        Fluent in French (essential)

•        Excellent knowledge of oral and written English (official working language of SNV) 

•        Excellent knowledge of data processing (Word, Excel, PowerPoint and Internet) and other computer systems

Educational facilities: Good French and American international schools for primary and secondary education

Security situation: Good. Nevertheless, continuous monitoring of safety measures is necessary

Accessibility: Daily international flights, reasonable to good roads, adequate transport facilities

Communication: Internet, Satellite phone, Telephone, State and Private media (TV, Radio and Press)

Contract duration: 3 years, with the possibility of renewal

Desired start date: As soon as possible
