Job description : Program Overview:

In November 2006, the Bill & Melinda Gates Foundation awarded a grant to support the development of a Learning Community (LC) for malaria control scale up. A fully functional LC office has been established in Lusaka, Zambia and is currently providing technical assistance and collaborative learning opportunities to central, eastern and southern African nations that are scaling up malaria prevention and control. The LC serves as a regional platform for shared learning and the delivery of critical technical resources to strengthen health systems in the areas of planning, program management, monitoring and evaluation, and national advocacy based on the tools and methods developed in Zambia.  Mozambique is one of the LC partner countries whose MOH has expressed a commitment to partner and collaborate with MACEPA in the development and implementation of its National Malaria Prevention and Control Strategy.

Position Overview

The primary role for the Malaria Technical Advisor is to support the development and implementation of national malaria control strategies and relevant programming tools. He/she will serve as the lead liaison with the Ministry of Health and the National Malaria Control Program to promote awareness of and support for rapid scale-up of proven malaria control efforts. The TA will report administratively to the HAI Senior Technical

Advisor based in the MOH and Technically to MOH Malaria Program control Manager in close coordination with MACEPA Learning Community Deputy Director. He/She will serve as a representative of MACEPA in Mozambique.

DUTIES AND RESPONSIBILITIES:

Leadership and Relationship Management

Establish and maintain close working relationships with relevant offices and staff of the Government of Mozambique.  Establish and maintain close working relationships with relevant staff of collaborating organizations such as  the Global Fund, the World Bank, UN Agencies (WHO, UNICEF and others), US Government, other donor agencies, and nongovernmental national and international agencies working in Mozambique.

Serve as a member of the HAI Leadership Team.

Participate in regional and international meetings to represent MACEPA/HAI and the work of malaria control scale up in Mozambique as needed.

Work closely with the Senior Technical Advisor and the Country Director of HAI to fully integrate the HAI health activities in the MOH

Maintain regular communication with MACEPA Learning Community Deputy Director and integrate MACEPA/HAI Mozambique programming into the Learning Community as well as contribute to the shared learning agenda of MACEPA.

Project Planning and Implementation

Serve as the primary Technical resource for the implementation, monitoring, and evaluation of MACEPA support to the NMCP and the Ministry of Health of Mozambique.

Provide technical support as requested to the MOH on malaria programme policy, strategy and implementation and actively participate in malaria-related technical working groups.

Work with other offices within the Ministry of Health to facilitate the integration of malaria control activities into the broader primary health care system.

Maintain updated technical knowledge in malaria and related public health topics to be able to provide vision and input to strategy development.

Work with the Ministry of Health to actively use data for decision making and to identify how malaria control activities and impact can be sustained over time.

Support Malaria Control Manager in coordination activities including technical and administrative support to the Technical Working Group (i.e. sending out minutes, communicating schedule, venue arrangement, follow-up of action points).

Develop annual work plans, budgets, and Performance Reports for MACEPA Mozambique activities.

Participate in monitoring, periodic evaluations, and semi-annual reviews of project activities, including program analysis and strategic planning for future assistance in malaria.

Job qualifications : MINIMUM QUALIFICATIONS:

        A post-graduate degree in Public Health, Epidemiology, or Health Planning and Policy.

        Minimum 3 years experience in international public health infectious disease programs with special focus on malaria control and prevention.

        Minimum 3 years experience working in public health in resource poor countries in Africa to include supervision of staff, management of budgets and day to day project management.

        Knowledge of and experience with program planning, performance monitoring and evaluation, and management of financial and human resource administration

        Demonstrated ability to work in complex organizational structure, including with partners and other collaborators; experience with cross-cultural teams highly desirable.

        Excellent written and verbal communications skills in Portuguese and English.

        Demonstrated skills in collaboration and diplomacy and commitment to achieving project objectives.

        Demonstrated proficiency in the use of MS Office Suite or comparable professional software package—specific competence in the use of work processing, presentation, email and calendaring software required.

        Available to travel within and outside the country as needed.

MACEPA Implementation Consultant +b

Purpose of Consultancy:

The overall purpose of the assignment is to ensure that the revised five-year malaria strategy document, three year business plan and one year action plans are technically sound and relevant for the environment. In order to provide effective support to the development of these strategic documents, the consultant will carry out a prerequisite critical review of the current MOH malaria control program. The consultant will also provide input into the national monitoring and evaluation plan. These documents will become the reference for all partners working on malaria in Mozambique; guiding donor and when feasible, health authorities’ resources; and will provide the framework for collaboration and monitoring.  The consultant is expected to establish positive working relationships with partners and to support the process ensuring that technically sound documents emerge that are owned by the stakeholders, including the MOH.

The consultant will work at the MOH where he/she will report to the Malaria Program Manager, at the Community Health Directorate of the MOH. He/She will be administratively supervised by the HAI Country Director or his delegate and will work in close collaboration with key partners including WHO/RBM, health authorities and NGO partners and keep MACEPA LC Deputy Director updated on the progress of the agreed work plan.

The consultant is expected to provide a sound technical approach based on knowledge of malaria control in sub-Saharan Africa and experience working within developing country settings.

Responsibilities:

Prepare a critical review of the programmatic progress to arrive at an overview of successes, failures and gaps areas. This will include a desk review (previous strategy document, morbidity reports, studies, progress reports, proposal documents, M&E framework for GF malaria program) and interviews with key informants.

        Provide support to MOH’s efforts on the draft five-year Malaria Strategy document and participate fully in the consultative process.

        Support the development of the three year business plan and one year action plan. Facilitate consultative process to finalize.

        Provide support in the development of the National Monitoring and Evaluation plan and participate fully in the consultative process

        As requested by the Ministry, lead consultation process with technical specialist and stakeholders such as NGOs and health authorities and may include organizing large meetings or workshops.

        Serve as primary liaison for MACEPA in Mozambique, including provision of regular updates to MACEPA management.

Deliverables:

A critical review of Malaria program in Mozambique, outlining achievements, weaknesses, strengths and opportunities according to contexts, needs, policy and resource availability.

Consensus agreed drafts of:

        National Malaria Strategic Plan

        Three year business plan

        One year action plan

        National M&E Plan

A final report with a set of recommendations for MACEPA (Strategic, financial and human resource) in order to effectively provide support to the implementation of the annual action plan

Job qualifications : Required Skills, Knowledge and Experience:

Minimum:

        Post-graduate degree in Public Health, Health Systems Research, Health Management Planning and Policy, demography, epidemiology or a related field.

        3-5 years work experience in malaria program design, planning, and strategy & policy development in resource poor settings.

        Knowledge and experience in monitoring and evaluation of public health programs in developing countries.

        Program management and budgeting skills

        Diplomacy. Strong negotiation and organizational skills.

        Ability to work under tight deadlines and in cross cultural environments

        Good communication, writing and presentation skills

        Fluency in spoken and written Portuguese and English.

OBJECTIVE

The objectives of the Experienced Advisor Value Chain Development for Livelihoods are:

        Identifying products contributing to increasing income;

        Improving efficiency of SNV operation in Cameroon in the field of income generation and new jobs creation.

MAJOR ACTIVITIES

        Implement SNV-Cameroon Strategy in contributing to value chain analysis and development with significant impact in livelihoods improvement in selected sub-sectors: Pastoral livestock, Community forestry and second Transformation of timber and Non Timber Forest Products. 

        Identify key stakeholders, actors and Local Capacity Builders (LCB) in the value chains and support initiatives to establish market linkages, networks and partnerships between them

        Identify the areas of support that would maximize local value added and creation of income and employment opportunities

        Identify areas with Inclusive Business potential through identification and support to initiatives to establish market linkages, networks and win-win partnerships between small local stakeholders and large or international business

        Ensure updated information about trends, market developments and market requirements (regulations, quality standards, trade conditions) in sub-sectors

        Identify leverage points and design intervention strategies for value chains development including the enabling environment. Support the actors/stakeholders in the selected value chains through participatory processes and by providing advisory services

        Establish networks and where possible collaborative partnerships with similar and complementary initiatives, undertaken by other organizations, institutions or programs

        Contribute to the SNV team to further develop and fine-tune the value chain development concept, give strategic direction to the scaling up of the program activities, give technical backstopping and guidance to the SNV-Cameroon teams, provide on-the-job support and coaching of Advisors and LCB on the above mentioned issues

Qualifications:

Objective:

Outputs

The adviser is expected to deliver the following main outputs:

        Various governance tolls are in place to support the voice of health service users but also the voice of those who cannot use the services because of inability to pay. This new tools are related to efficiency, rules of law, accountability, transparency, participation and equity.

        In 8 Health Districts Areas (in two to three provinces), health management committees (at district and at provincial level) are working in a more effective manner in participating to the health service management and controlling the use of health resources.

Job qualifications : Qualifications: 

        Master’s degree in Public Health (or equivalent) in a relevant field (epidemiology, etc.)

        Work experience: Minimum of 8 years of relevant working experience in a developing country, preferably in Africa;

        Knowledge of and experience with the functioning of decentralization and transfer of competences in the field of Primary Health Care;

OBJECTIVE

The objectives of the Senior Advisor in Pastoral livestock are:

        To help local actors to manage and secure pastoral area in supporting partnership and functioning network on pastoral livestock issues;

        To support local actors in order to analyze the impact of decisions on environment in the field of pasture lands;

        To reinforce the capacities of local actors to plan their actions particularly in using the results provided by the Geographical Information System software.

        Provide thematic leadership in pastoral livestock issues in the Cameroon country programme;

        Develop / reinforce pastoral service providers’ capacities to develop and engage in a regular and constructive dialogue with pastoral livestock users with a view of making services more relevant to the latter;

        Reinforce capacities of public services and partners for more equity in access to pastoral livestock and to measure progress towards such equity.

Outputs

The adviser is expected to deliver the following main outputs:

        A visible and useful participation to the definition of a national policy in the field of regulations of pastoral activities (in particular, new Cameroonian Pastoral Law and development of the milk industry);

        As thematic leader (or country focal point) in the field of pastoral livestock, he/she will draft documents on building up results in this domain.

        National advisers are coached and other advisers are informed of the achieved results.

        Master’s degree (or equivalent) in a relevant field (agricultural engineer specialized in livestock or zootechnics or Doctor Vet. or in rural development, economics, sociology, etc.

SNV-Cameroon seeks to influence a positive and lasting improvement of poor people’s livelihoods through the development of market value chains in Timber and Non Timber Forest Products and pastoral livestock & bi-products.

SNV-Cameroon is looking for a suitable candidate to fill the position of International Senior Advisor in Value Chain Development for Livelihoods. Experience with various environments and experience / interest in the inclusive business approach is an asset. The successful candidate will play a significant national policy analysis role and provide support to local actors in key cross cutting approaches and issues.

OBJECTIVE

The objectives of the Senior Advisor in Value Chain Development for Livelihoods are:

        Developing tools and methods aiming at improving contribution livelihoods in pastoral livestock and non-timber Forest products;

        Identifying products contributing to increasing income;

        Improving efficiency of SNV operation in Cameroon in the field of income generation and new jobs creation.

MAJOR ACTIVITIES

        Implement SNV-Cameroon Strategy in contributing to value chain analysis and development with significant impact in livelihoods improvement in selected sub-sectors: Pastoral livestock, Community forestry and second Transformation of timber and Non Timber Forest Products.

        Identify key stakeholders, actors and Local Capacity Builders (LCB) in the value chains and support initiatives to establish market linkages, networks and partnerships between them

        Identify the areas of support that would maximise local value added and creation of income and employment opportunities

        Identify areas with Inclusive Business potential through identification and support to initiatives to establish market linkages, networks and win-win partnerships between small local stakeholders and large or international business

        Ensure updated information about trends, market developments and market requirements (regulations, quality standards, trade conditions) in sub-sectors

        Identify leverage points and design intervention strategies for value chains development including the enabling environment. Support the actors/stakeholders in the selected value chains through participatory processes and by providing advisory services

        Establish networks and where possible collaborative partnerships with similar and complementary initiatives, undertaken by other organizations, institutions or programs

        Take the lead within the SNV team to further develop and fine-tune the value chain development concept, give strategic direction to the scaling up of the program activities, give technical backstopping and guidance to the SNV-Cameroon teams, provide on-the-job support and coaching of Advisors and LCB on the above mentioned issues

Outputs:

The adviser is expected to deliver the following main outputs:

        Drafting key case studies showing used tools and achieved results

        Drafting documents building up results on improving livelihoods.

        Reinforce local actors’ capacities so as to enable and monitor progress towards poverty reduction and improved governance

        Ensure updated information about trends, market developments and requirements (laws, regulations, programs, policies, quality standards, trade conditions) in sub-sectors

        Establish networks and where possible collaborative partnerships with similar and complementary initiatives, undertaken by other organizations, institutions or programs

        Take the lead within the SNV team to further develop and fine-tune forestry management and governance, give strategic direction to the scaling up of the program activities, give technical backstopping and guidance to the SNV-Cameroon teams, provide on-the-job support and coaching of Advisors and LCB on the above mentioned issues.
