Project/Proposal
Summary:
MSI
was recently awarded a three-year contract with USAID/Sudan. The Services Under
Program and Project Offices for Results Tracking (SUPPORT) program is
responsible for executing functions associated with the Mission’s Program and
Communications offices. As a part of the SUPPORT program, MSI is currently
establishing an office compound suitable for USAID and partner meetings in
Southern Sudan, hiring technical and support staff and facilitating VIP visits.

Position
Summary:
The
two evaluators will lead a mid-term collaborative evaluation team of Health and
Education Reconciliation Program in Sudan. One of the evaluators will serve as
the overall Evaluation Team Leader. The purpose of this formative mid-term
evaluation is to help USAID, GoSS, and CAII learn
from experience to date and consider what can be done to improve the chances of
success in the remaining time of the project.
The consultants will work very closely with the USAID, GoSS, and CAII representatives. This is a short-term
technical assignment. The duration of the project is estimated to be
approximately four weeks in the field.
Responsibilities:
• Take the lead in conducting the
evaluations, leading interviews, framing the analysis, facilitating group
discussion and consensus;
• Work under the joint direction of MSI’s
Chief of Party and USAID/Sudan’s Program Office;
• The Evaluation Team Leader will take
full responsibility for managing the team, organizing its work, and ensuring
quality control and delivery of the final report acceptable to USAID.
Job
qualifications :
• Strong skills in assessment and analysis
of USAID community-level health and education projects (with experience
assessing ABE/LINK programs preferred);
• Extensive experience working in Africa
and/or similar post-conflict environments;
• Experience leading participatory
evaluations, or at least evaluations where evaluation teams include critical
stakeholders as active participants, or significant experience as a
facilitator;
• Advanced degree in evaluation,
public/private management, international development, public policy,
quantitative analysis, or related field;
• Willingness to travel throughout
Southern Sudan;
• This position is a short-term

Project
Summary:
MSI
is working on a project to provide support services to USAID/Angola. USAID plans to implement a water project in
Angola through a public-private partnership. MSI will be assisting in the
development of the Program Implementation Plan and an accompanying “Request for
Assistance” (RFA) procurement document.
Position
Summary:
This
is a short-term position (29 LOE days) with an anticipated period of
performance starting late June/early July and ending mid-August. The water sanitation specialist will work
with USAID EGAT’s water advisor to develop both the implementation plan and
follow-on RFA. The specialist will conduct fieldwork to gain an understanding
of local conditions, review current peri-urban water
and sanitation activities funded by other donors, and meet with NGOs and
private sector companies who implemented the previous USAID supported water
project. The specialist will coordinate with USAID’s EGAT water advisor in
Angola as well as in Washington DC for the development of the implementation
plan and subsequent RFA.
Responsibilities:
• Conduct appropriate field work for the
development of the implementation plan;
• Coordinate with USAID’s EGAT water
advisor in Angola and in DC;
• Develop the implementation plan;
• Develop an RFA which conforms to the
standard format of USAID RFAs;
• Revise the RFA following mission review;
• Analyze results and write the draft and
final report for the Mission.
Job
qualifications :
• Demonstrated expertise and analytical
capability to understand the complexities of water and sanitation programs in peri-urban settings. Experience in Southern Africa
preferred;
• At least 10 years of experience working
on USAID and/or other donor planning and/or procurement documents;
• Ability to organize field work and meetings
for information gathering purposes;
• Excellent writing skills with the
ability to articulate in a straightforward manner that can be understood by the

maximize local value added and creation of income and employment opportunities
• Identify areas with Inclusive Business
potential through identification and support to initiatives to establish market
linkages, networks and win-win partnerships between small local stakeholders
and large or international business
• Ensure updated information about trends,
market developments and market requirements (regulations, quality standards,
trade conditions) in sub-sectors
• Identify leverage points and design
intervention strategies for value chains development including the enabling
environment. Support the actors/stakeholders in the selected value chains
through participatory processes and by providing advisory services
• Establish networks and where possible
collaborative partnerships with similar and complementary initiatives,
undertaken by other organizations, institutions or programs
• Contribute to the SNV team to further

SNV-Cameroon

Senior Advisor in Pastoral livestock. The successful candidate will play a
significant national policy role as Thematic Leader (30% of time) in the
sector. S/he will also provide technical advice and support to a range of local
actors that need support in advocating for a more enabling environment but also
for the development of pastoral livestock products, in particular milk into the
national value chains. The advisor will need to ensure regular interaction with
local communities and pastoral groups of various ethnic origins, with local
administrations and various service providers. S/he will be able to facilitate
improved interaction of actors (with often very different interests) for more
efficient planning and governance for overall improved quality equity and
social inclusion of local communities in the Province.
OBJECTIVE
The
objectives of the Senior Advisor in Pastoral livestock are:
• To help local actors to manage and
secure pastoral area in supporting partnership and functioning network on
pastoral livestock issues;
• To support local actors in order to
analyze the impact of decisions on environment in the field of pasture lands;
• To reinforce the capacities of local
actors to plan their actions particularly in using the results provided by the
Geographical Information System software.

fill the position of International Senior Advisor in Value Chain Development
for Livelihoods. Experience with various environments and experience / interest
in the inclusive business approach is an asset. The successful candidate will
play a significant national policy analysis role and provide support to local
actors in key cross cutting approaches and issues.
OBJECTIVE
The objectives of the Senior Advisor in Value Chain
Development for Livelihoods are:
• Developing
tools and methods aiming at improving contribution livelihoods in pastoral
livestock and non-timber Forest products;
• Identifying
products contributing to increasing income;
• Improving
efficiency of SNV operation in Cameroon in the field of income generation and
new jobs creation.
MAJOR ACTIVITIES
• Implement
SNV-Cameroon Strategy in contributing to value chain analysis and development
with significant impact in livelihoods improvement in selected sub-sectors:
Pastoral livestock, Community forestry and second Transformation of timber and
Non Timber Forest Products.
• Identify
key stakeholders, actors and Local Capacity Builders (LCB) in the value chains
and support initiatives to establish market linkages, networks and partnerships
between them
• Identify
the areas of support that would maximise local value added and creation of
income and employment opportunities
• Identify
areas with Inclusive Business potential through identification and support to
initiatives to establish market linkages, networks and win-win partnerships
between small local stakeholders and large or international business
• Ensure
updated information about trends, market developments and market requirements
(regulations, quality standards, trade conditions) in sub-sectors
• Identify
leverage points and design intervention strategies for value chains development
including the enabling environment. Support the actors/stakeholders in the
selected value chains through participatory processes and by providing advisory
services
• Establish
networks and where possible collaborative partnerships with similar and
complementary initiatives, undertaken by other organizations, institutions or
programs
• Take the
lead within the SNV team to further develop and fine-tune the value chain
development concept, give strategic direction to the scaling up of the program
activities, give technical backstopping and guidance to the SNV-Cameroon teams,
provide on-the-job support and coaching of Advisors and LCB on the above
mentioned issues
Outputs:
The adviser is expected to deliver the following main
outputs:
• Drafting
key case studies showing used tools and achieved results
• Drafting
documents building up results on improving livelihoods.
Job qualifications :
QUALIFICATIONS:
• Master’s
degree (or equivalent) in a relevant field (rural development, economics,
etc.)
• Work
experience: Minimum of 8 years of relevant working experience in a developing
country, preferably in Africa;
• Proven
track record of working in pro-poor growth approaches taking into consideration
social inclusion and gender, sustainability and governance related issues in a
development context;
• Excellent
analytical skills combined with a practical and pragmatic approach oriented
towards lasting results;
• Excellent
listening skills combined with oral and written communication skills (in both
English and French);
• Knowledge
of and experience with participatory techniques, coaching, networking,
learning, alliance building and team building;
• Broad
experience in capacity building, facilitation of multi-stakeholder processes,
product development, organisational learning, change processes, and strategy
formulation;
• Good
team player, pragmatic and patient negotiator with solution orientated
approach.
