Job description : In connection with the launching of the new initiatives in the area of border management and in the area of migration management (return of migrants in particular) supported by European Commission, IOM Moscow is currently looking for key experts to work for the Projects through the period until December 2010.

Under the direct supervision of the Project coordinator and the overall guidance of the Chief of Mission/IOM Moscow, the incumbent will be responsible for implementation of “Enhancement of management of the RF Border checkpoints”, aimed at providing targeted capacity-building assistance to the newly established Federal Agency for the Development of the State Border of the Russian Federation (Rosgranitsa).

The main objectives of the project are the following:

- Mapping out gaps and developing recommendations on enhancing border management in checkpoints in the   Russian Federation;

- Building capacities of Rosgranitsa and other RF state agencies through establishment of comprehensive training;

- Fostering international cooperation in Russia in the field of state border equipment and management;

- Optimizing information sharing at various levels.

Being the key expert of the project the Border Management Expert will be based in Russia for the period of the project. He/she will lead the analytical and research activities of the project, will manage the team of invited experts when needed and ensure the timely coordination of missions and inputs of experts. The Border Management Expert will also participate in training activities as a trainer and a reference person.

Job qualifications : Qualifications and skills

•        University degree preferably in Border Management, Law or Law Enforcement

•        Fluent in Russian. A working knowledge of English would be an advantage

•        Proficient computer literacy

•        5 years of experience in border related thematic

Specific professional experience

•        At least 5 years in the field of development, planning and delivery of training activities, ability to design training curricular for specific audience

Under the direct supervision of the IOM Chief of Mission/IOM Moscow, the incumbent will be responsible for the implementation of the project “Development of Administrative Mechanisms in Support of Readmission of Migrants in the Russian Federation” which comes as a logical follow up action for recent IOM Moscow activities supporting development of readmission process in the Russian Federation. The overall objective of the project is the development of administrative mechanisms in support of readmission of migrants in the Russian Federation. In general this objective is going to be achieved by refining practical mechanisms of readmission agreements implementation as well as enhancing the capacity of the FMS of Russia and other relevant RF authorities in implementing readmission agreements in the Russian Federation

Being a senior expert for this project, based in Russia for the period of the project, the Project coordinator will lead and supervise the day-to-day operations of the project, will manage the team of experts and ensure the timely coordination of missions and inputs of experts, supervise and coordinate all aspects of the project’s technical work, ensure good communication with the Project Partner and EC Delegation, ensure the timely preparation and submission of reports and organize all administrative and logistical support for the project. The project coordinator will directly participate in the development, coordination and delivery of the training curricula to be provided for the Project beneficiaries.
