The Organization
Established
in 1977 as an autonomous, non-profit, international research center, ICARDA is
one of the 15 international research centers supported by the Consultative
Group on International Agricultural Research (CGIAR), which is co-sponsored by
the World Bank, the Food and Agriculture Organization of the United Nations,
the International Fund for Agricultural Development (IFAD), and the United
Nations Development Programme. ICARDA’s mission is to
contribute to the improvement of livelihoods of the resource-poor in dry areas
by enhancing food security and alleviating poverty through research and
partnerships to achieve sustainable increases in agricultural productivity and
income, while ensuring the efficient and more equitable use and conservation of
natural resources. With its main research station and headquarters in Aleppo,
Syria, and a staff of over 500 scientists and support personnel, ICARDA works
through a network of partnerships with national agricultural research systems
(NARS), regional and international institutions, universities, advanced
research institutes, and non-governmental organizations. In addition to its
headquarters programs, ICARDA operates throughout the non-tropical dry areas
through regional programs and country offices.
The
Position
ICARDA
is producing international public goods in several forms. One in the form of
improved germplasm of cereals and legumes which are
sent annually upon request to National Agricultural Research Systems (NARS) and
other collaborators around the world for further selection, identification, and
release of new varieties. This germplasm is
distributed as International Nurseries (IN) in the form of segregating
populations, observation lines, special trait nurseries, and replicated yield
trials. The timely delivery of IN to collaborators is essential for appropriate
planting.
ICARDA
has an immediate vacancy for the position of an International Nurseries
Scientist (RA-level) under its Biodiversity and Integrated Gene Management
Program (BIGMP). The position is based at ICARDA’s headquarters in Aleppo,
Syria. The main responsibilities include:

Work within the interdisciplinary
team of the Biodiversity and Integrated Gene Management Program
·
Provide overall supervision of
the International Nurseries (IN), and
§ Obtain from breeders/other scientists, information on the types of
international nurseries/trials planned for the season
§ Prepare nurseries/trials request forms to be sent to NARS and
collaborators
§ Update the list of collaborators
§ Assemble all requests, enter them in the database, and provide the
breeders/scientists with the list of international nurseries’ requests
§ Prepare the randomization of the trials using modern statistical
approaches, the field books for the nurseries and trials with all the required
labels
§ Prepare and collate the boxes of nurseries/trials to be sent to the
requesting collaborators
§ Liaise with the Seed Health Laboratory in order to obtain the required
quarantine documents in accordance with the regulations for each recipient
country
§ Ensure that the Standard Material Transfer Agreements (SMTA) and any
other additional declarations and shipment instructions requested are
undertaken through proper channels (certificate of donation, certificate of
origin, certificate of GMO free, etc.)
§ Arrange with the Purchase and Supplies Department or Mail Office, the
dispatch of all IN and trials shipments and ensure they arrive between one and
three months prior to the intended date of planting by the recipient; and
follow up with collaborators on the arrival of shipments
§ Follow up the return of field books with data (hard copy and electronic
form) in collaboration with regional and national coordinators
§ Compile and enter data into databases (preferably in ICIS)
§ Undertake appropriate analyses, write the annual report, and ensure that
the results of the analyses and reports are sent back to collaborators
·
Write or contribute to writing
ISI Thompson manuscripts based on information from the international
nurseries/trials, for example on genotype by environment interactions using
data analysed across locations and years, and meta analysis
·
Maintain a database of released
and adopted varieties by NARS from ICARDA-supplied germplasm,
in collaboration with breeders, regional and country coordinators and NARS
Qualifications
and Competencies
·
MSc or higher degree in plant breeding, quantitative
genetics
·
Excellent
knowledge of statistical design and analysis
·
At least five
years experience in crop improvement
·
Knowledge or
experience in the fields of bio-informatics and agriculture
·
Proven evidence
of publication in ISI Thompson refereed journals
·
An ability to
work well in a multidisciplinary and multinational environment, and have a
capacity to establish good working relationships with local scientists, and
NARS’ and advanced research institutes’ collaborators
·
Fluency in
written and spoken English is essential
Terms
of Appointment
The
appointment will be for an initial period of one year, renewable thereafter on
an annual basis. The salary is paid in US dollars. Benefits include housing

Living
in Syria
Aleppo
is Syria’s second largest city. Syria has many historical and archaeological
sites, some a short drive from Aleppo. There are four distinct seasons and the
terrain varies from desert to mountains to fertile fruit orchards. Major
international airlines fly into and out of Damascus and Aleppo. In addition to
the internationally-accredited School, ICARDA runs a Sports and Social Club for
the staff.

ICARDA has an immediate vacancy for the Head of the
Capacity Development Unit (CDU). From its inception, ICARDA has played an
active role in enhancing the research capacity of its national partners through
both formal and informal training activities. Over 16,300 scientists and 583
post-graduate students from 100 countries have benefited from training
opportunities offered by ICARDA. ICARDA’s capacity development and training
program contributes to the Center’s joint research
programs and responds to the needs and priorities of the National Agricultural
Research Systems (NARS). The training includes post-graduate degree training
(MSc and PhD), specialized non-degree courses, individual training, and on-site
training of NARS’ scientists. The training is provided through group courses
and demonstrations given in classrooms, fields and/or laboratories,
or through supervised programs for individual trainees. Courses are carried out
at ICARDA’s headquarters in Syria, or at regional or country levels. Training
tools also include ICT and multimedia. New training approaches such as distant
learning and innovative methodoligies for upgrading
the capacities of farmers, and assuring participatory knowledge sharing and
dissemination, will receive priority focus in the newly re-oriented Unit
The incumbent will be based
at ICARDA headquarters in Aleppo, Syria. He/ she will report directly to the
Assistant Director General for International Cooperation and Communication,
will ensure full integration of training into the Center’s research programs,
and oversee the smooth and effective functioning of the Unit. The Head will
develop annual training programs, and enhance the Center’s partnership with
NARS, other CGIAR centers, and developing and developed country universities
and training institutes.
The specific tasks of the
Head will be to:
Develop a strategy for capacity development, aligned with ICARDA’s
Strategic Plan
Develop detailed policies for the CDU, e.g. training candidate identification, course evaluation, and international liaison
Manage and oversee the smooth and effective functioning of the CDU and
assure full cooperation of the Unit with all ICARDA programs, units and outreach
offices
Ensure
high quality practices and guidelines for training
Develop
guidelines and criteria for organizing training programs and the selection of
candidates, and follow-up on the impacts of training on agricultural
development in the participating countries
Develop
demand-driven training programs using gap analysis and feedback from NARS,
through the Center’s regional and national coordination meetings and other
sources
Develop
training materials and modules, utilizing current ICT technologies
Administer the financial resources and project funding related to
training
Develop and
strengthen linkages with national agricultural research centers, universities
and national training programs
Develop degree
training programs with universities in areas of mutual interest
Facilitate
and explore opportunities for enhancing the institutional capacity of NARS
Strengthen
cooperation in capacity development with other international agricultural
research centers and regional and international organizations
Contribute
to mobilizing resources for capacity development and identify potential support
from donor agencies and foundations
Contribute
to continuous training activities of ICARDA staff
Carry
out other responsibilities in capacity development assigned by the center’s
management
Qualifications
and Competencies
·
A PhD in any of the following fields: agriculture, rural development,
social sciences, education, business administration, or related fields
·
Minimum of 5 years experience in organizing training programs, preferably
in an international organization
·
Minimum of 2 years in a management position
·
Good command of spoken and written English, knowledge of Arabic and/or
French will be an advantage
·
Very good inter-personal communication skills, an ability to work in
multi-disciplinary and multi-cultural teams, and to communicate with national
agricultural managers, researchers and other professionals in NARS,
universities, etc.
·
Proven experience in fund raising
The

(P), renewable thereafter on an annual basis. The salary is paid in US dollars.

The CGIAR Program for Central Asia and the Caucasus
This collaborative program
“Sustainable Agricultural Development in Central Asia and the Caucasus (CAC)”
was jointly initiated in 1998 by a consortium of nine CGIAR Centers
(CIMMYT, CIP, ICARDA, ICRISAT, IFPRI, ILRI, IPGRI, ISNAR, and IWMI) and the
national agricultural systems (NARS) of the eight countries of the CAC region;
Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan in Central
Asia, and Armenia, Azerbaijan and Georgia in the Caucasus. It is designed to
meet national goals by increasing agricultural productivity, improving natural
resource management and conservation of genetic material, and strengthening
agricultural research management and policy procedures. It fosters cooperation
between CAC countries and between them and international research
organizations. The partners include eight NARS, nine CGIAR Centers,
donors, NGOs and other international and national research and development
institutions. A Task Force of the CGIAR Center
Directors General Committee (CDC) is responsible for CGIAR inputs and liaison
between the participating Centers.
A Program Steering Committee
(PSC) provides overall Program management, with responsibility for guidance,
information exchange, progress monitoring, and review of research results. The
Program is supported by a Program Facilitation Unit (PFU), housed at the Office
of the ICARDA Regional Program for Central Asia and the Caucasus in Tashkent,
Uzbekistan. ICARDA serves as the focal point to support the activities of the
Consortium and implementation of the Program.
The
Position
The
Head of the Program Facilitation Unit (PFU) will report to the PSC / CDC Task
Force for CAC. The Head will be responsible for:
Providing the
required support to the PSC, and the CDC Task Force in their functions. S/he
will be the Secretary to the PSC.
2.
In collaboration
with the participating CG Centers, preparing the annual work program and budget
of PFU for approval by the PSC.
3.
Providing the
necessary support to all CGIAR Centers for effective implementation of the
Program and efficient utilization of resources, including organization of
meetings and workshops, language translation and interpretation, internal travel
arrangements, communications, etc.
4.
Ensuring that the
PFU functions as a central documentation and information exchange center and as
a repository for Program documents and publications, and developing mechanisms
for information exchange through the use of appropriate information technology,
including brief reports and a newsletter on agricultural research in CAC.
5.
Assisting
Consortium members in preparing collaborative projects with the NARS, and
arranging for their technical appraisal through the Center-designated focal
point scientists before they are presented to the PSC.
6.
Facilitating
communication of Consortium members with relevant advanced research
institutions to ensure that the most appropriate science and technology is
employed to develop interventions.
7.
Maintaining
contact with institutions outside this Program that have research activities in
the CAC region, and establishing links with other international agencies
operating there, to identify potential partners.
8.
Financial
management of the PFU; preparing periodic reports on cash flows, budgets,
financial performance, etc. Liaison with the Finance Department at ICARDA
Headquarters for ensuring proper financial management and accountability.
9.
Coordination of
ICARDA activities in the region, as Coordinator of the Center’s Regional
Program for CAC, devoting 30% of his/her time. For this s/he will be
responsible to the Director General of ICARDA through the Assistant Director
General for International Cooperation and Communication.
10.
Ensuring the
development and implementation of the regional research agenda for the CAC
region, addressing shared research priorities of the region. This includes
contribution to resource mobilization and proposal writing.
11.
Ensuring the
implementation of the research for development continuum in the CAC region by
building needed partnerships along impact pathways to enhance the uptake of
research outputs.
Required Qualifications and Competencies

A PhD degree in
agriculture or a related field
·
A proven record
of scientific accomplishment
·
At least 15 years
experience in agricultural research
·
At least eight
years experience of leading interdisciplinary scientific teams, Senior Research
Management and coordination of research and development activities
·
Experience of
guiding developing-country national programs in the formulation of research and
human resource development programs
·
A good
understanding of the CGIAR System and experience of working with CG Centers
·
Extensive
experience in administrative and financial management of research programs
·
Excellent
interpersonal relationships and an ability to approach national leaders and
donors at the highest level

Fluency in

Responsibilities
Under
the general guidance of the Executive Board and direct supervision of the
Executive Director, the Director Operations is responsible for the
implementation, management, supervision and evaluation of all operational
activities of the 4C Secretariat, including verification, administration and
the regional offices in accordance with the standards and procedures set out by
the organization. As member of the management, the Director Operations reports
to the Executive Director and closely collaborates with the Director Support

Tasks
Tasks

Nicaragua, Brazil);

Steering the further organizational development of the 4C Secretariat;

Job
qualifications : We expect candidates to have the
necessary skills and managerial experience and seniority from similar positions.
A balanced mix of leadership and team-orientation is required. Further
requirements include:

organization operation and management and business processes;
