This role will primarily involve the successful candidate providing direction and management of the Technical Assistance to Health Priorities Project (TAHP) until completion of the programme in October 2011.  Working in collaboration with the client, the Ministry of Health (MOH) of the Government of South Sudan (GOSS), you will provide management and technical assistance to the Ministry at central and state levels.  Representing LATH in Southern Sudan, you will liaise and provide high levels of negotiation between the Ministry of Health and State Ministries and other partners to meet the objects of the Project. 

With substantial experience at senior level management of health sector programmes in fragile or post-conflict states in Africa, you will have experience in coordinating and supporting multidisciplinary teams of consultants in public health programmes. Exceptional skills in working in a participative manner, being responsive, meeting tight deadlines with competing priorities are essential as you will be working at senior levels in government whilst utilising program resources which will include the recruitment of key staff and short term technical consultants.

You will have a post graduate qualification in public health, health management or similar field as well as substantial Programme Management experience in Africa. The ability to work creatively and independently to achieve results is required to operate effectively within this role.

Position Summary:

The US President’s Emergency Plan for AIDS Relief (PEPFAR) supports activities designed to prevent the spread of HIV/AIDS, treat those infected, and care for individuals, including orphans and vulnerable children, who are affected by the disease.  The Strategic Information (SI) Advisor will work with the United States Government’s (USG’s) PEPFAR Team on HIV/AIDS activities and programs in Southern Sudan.  Strategic Information (SI) encompasses surveillance, monitoring and evaluation, targeted evaluations, and information systems and is a cornerstone of the global and local response to HIV/AIDS.  The strategic collection and use of information in support of the local HIV response in Southern Sudan will bring a better understanding of the epidemic in Sudan, and will inform the ability to respond appropriately with sustainable, evidence-based, and cost-effective interventions.

Duties and Responsibilities:

•        Work closely with the USG Country PEPFAR team on Strategic Information (SI), to plan and monitor all PEPFAR SI activities across HIV/AIDS technical areas

•        Participate in in-country SI planning meetings and/or trainings and establish close links with implementing partners working on SI issues and activities.

•        Coordinate and oversee roll-out of PEPFAR II indicators, including participating in headquarter-provided indicator trainings, conducting indicator-related trainings with implementing partners, and identifying challenges/questions/clarifications in planning and reporting that may arise with the new indicators.

•        Facilitate Program Evaluation

•        Provide technical guidance and vision for the SI needs of PEPFAR in Sudan. Work with USG Sudan, Government of Southern Sudan (GOSS), implementing partners, and other donor agencies to inform and develop a PEPFAR SI strategic plan to guide SI technical assistance, systems strengthening, and capacity building in a collaborative manner.

Job qualifications : The incumbent is required to understand PEPFAR related policies, guidance and procedures, which govern Project Activity Management in addition to other USG established administrative operating procedures, policies and formats. Oral guidance from the immediate Supervisor and specific detailed instructions will be given (when necessary) for carrying out unique assignments. The incumbent will be required to be proactive in keeping abreast of evolving guidelines and policies which affect overall HIV/AIDS activities, including PEPFAR guidance, USG technical and administrative requirements, and national guidelines.

Required/ Preferred Qualifications:

•        A graduate degree in social science, or public health or an equivalent degree with specialized training in monitoring and evaluation, demonstrated technical knowledge and experience in health analysis and planning.

•        A minimum of two to five (05) years of working experience with an international development agency or on international development programs is desirable.

•        Demonstrated leadership, analytical and managerial skills within the context of developing countries is preferred.

•        Experience working on PEPFAR related programs preferred

•        Knowledge of US government or USAID programming, process, documentation and business practices is preferred.

•        Experience and knowledge of other donor programs and donor coordination processes in HIV/AIDS, such as the Global Fund process is preferred.

•        Outstanding communication and interpersonal skills, flexibility, and problem solving skills required.

Other Requirements:

The incumbent must be:

•        Able to obtain USG medical and security clearances;

•        Available and willing to work outside the regular 40-hour workweek when required/necessary;

•        Willing to travel to work sites and other offices as/when requested.

•        Fluent in English language, Knowledge of Arabic language is desired.

Position Summary:

Management Systems International is seeking a Spanish-speaking Senior Project Manager for immediate start at our headquarters in Washington, DC.  The incumbent will work 75% on primary Senior Project Manager duties, managing various projects MSI holds. The remaining 25% will be allocated to our Democracy and Governance Program in South America and/or Peru. The project will offer technical services to the agencies as well as assist them in public outreach efforts to gain citizen support for innovative approaches.

Distinguishing Characteristics:

This position requires proven experience and knowledge of USAID ADS, AIDAR and business practices and Spanish fluency.  We are also looking specifically for an individual with USAID procurement and/or contract management background.

Examples of Duties:

•        Responsible for the financial management of the project. Develop, recommend, and maintain accurate and current project budgets. Manage cost and quality controls in all project activities. Assist in development of procedures, policies, recordkeeping, and duties as required related to overall administration of the project, including procurement.

•        Work with other departments, public agencies, subcontractors, and independent consultants on the implementation of project tasks, programming, and other activities for the project.

•        Help to identify appropriate computer systems as needed.

•        Direct the work of other staff and contract consultants retained to provide particular expertise in project studies, programming, development, design, or management. Participate in, or manage the selection, hiring, and development of these individuals. Act as the firm’s representative in assisting consultants.

•        Plan, prepare, and communicate schedules and progress records of projects’ activities and expenditures, and assist others in establishing project schedules and milestones. Develop critical path or project flow diagrams to plan, set and evaluate progress on project tasks.

•        Establish systems for efficient management of subcontractor activities.

•        Review, analyze, and prepare reports and other correspondence on all activities and transactions related to assigned tasks, and provide timely information and status updates on assigned tasks. Prepare and present comprehensive administrative, fiscal, statistical and technical studies, reports, evaluations, specifications and correspondence as required.

•        Other related duties as required. 

Job qualifications :

•        Project Management procedures for planning and processing international development projects, and for establishing plans, specifications, monitoring and management of the development projects;

•        Demonstrated experience in USAID procurement rules and regulations and/or contract management required (ADS, AIDAR, etc);

•        Minimum of 8 years of international development project management, with three to five years of overseas experience;

•        Cost estimating and tracking and scheduling for international development projects;

•        Computer applications specifically related to capital project management, such as MS Project and MS excel;

•        Principles and practices of personnel supervision and management;

•        Fluency in both Spanish and English required.

Ability to:

•        Keep complex projects on schedule and within budget.

•        Coordinate and supervise complex international development projects.

•        Accurately analyze situations and problems relating to complex projects, identify alternative solutions, project consequences of proposed actions, and implement an effective course of action in accordance with general policy and pertinent codes and regulations.

Responsibilities

Under the general guidance of the Executive Board and direct supervision of the Executive Director, the Director Operations is responsible for the implementation, management, supervision and evaluation of all operational activities of the 4C Secretariat, including verification, administration and the regional offices in accordance with the standards and procedures set out by the organization. As member of the management, the Director Operations reports to the Executive Director and closely collaborates with the Director Support Services. Tasks

Tasks include

- Optimizing internal processes and work flows, especially with regard to the administrative integration of the Regional Offices (currently Uganda, Nicaragua, Brazil);

- Managing and steering of budget and finances of the not-for profit organization;

- Steering the further organizational development of the 4C Secretariat;

- Coordinating of 4C meetings and conferences (General Assembly, Council etc.).

Job qualifications : We expect candidates to have the necessary skills and managerial experience and seniority from similar positions. A balanced mix of leadership and team-orientation is required. Further requirements include:

- Professional knowledge and experience with not-for-profit membership organization operation and management and business processes;
