Position Summary:

Management Systems International is seeking a Spanish-speaking Senior Operations Manager for an immediate opening at Washington, DC headquarters. The Senior Operations Manager will be responsible for the HQ based management, administration and backstopping of MSI’s Latin American portfolio, which includes multi-million dollar projects in Colombia, Honduras, Mexico, Jamaica, Peru and others.

Example of Duties:

•        Responsible for the home-office management of the field-based LAC projects. Develop, recommend, and maintain accurate and current project budgets. Manage cost and quality controls in all project activities. Assist in development of procedures, policies, recordkeeping, and duties as required related to overall administration of the project, including procurement.

•        Work with other departments, public agencies and independent consultants on the implementation of project tasks, programming, and other activities for the project, including the management of subcontractors.

•        Direct the work of other staff and contract consultants retained to provide particular expertise in project studies, programming, development, design, or management. Participate in, or manage the selection, hiring, and development of these individuals. Act as the firm’s representative in assisting consultants.

•        Plan, prepare, and communicate schedules and progress records of projects’ activities and expenditures, and assist others in establishing project schedules and milestones. Develop critical path or project flow diagrams to plan, set and evaluate progress on project tasks.

•        Review, analyze, and prepare funder reports and other correspondence on all activities and transactions related to assigned tasks, and provide timely information and status updates on assigned tasks. Prepare and present comprehensive administrative, fiscal, statistical and technical studies, reports, evaluations, specifications and correspondence as required.

•        Other related duties as required.

Job qualifications :

•        Substantial experience in project management for USAID and MCC funded contracts, including procedures for planning and processing international development projects, and for establishing plans, specifications, monitoring and management of the development projects;

•        Demonstrated expertise in USAID procurement rules and regulations and/or contract management required (ADS, AIDAR, etc);

•        Minimum of 8 years of international development project management; overseas experience preferred;

•        Cost estimating and tracking and scheduling for international development projects;

•        Experience supervising, training and mentoring staff preferred;

•        Professional level fluency in both Spanish and English required.

Candidates must be able to:

•        Coordinate and supervise complex international development projects.

•        Keep complex projects on schedule and within budget.

•        Accurately analyze situations and problems relating to complex projects, identify alternative solutions, project consequences of proposed actions, and implement an effective course of action in accordance with general policy and pertinent codes and regulations.

•        Establish and maintain effective working relationships with those contacted in the course of performing assigned responsibilities.

•        Read and interpret highly complex written material such as technical reports, contracts, and federal regulations.

•        Prepare contract documents for professional services and projects and monitor performance.

•        Assess plans and design concepts for the most complex projects.

•        Utilize all commonly used project management software and project record systems.

•        Supervise and train assigned staff.

Project/Proposal Summary: 

The objective of the Links to Learning Program (ED-LINKS) activity is to improve teacher education and professional development through providing institutional and academic support that is centered on student achievement and learning outcomes in the targeted geographical areas of Pakistan.

Position Summary:

MSI is looking for a training and TraiNet expert for a ten-day in-country consultancy for the Pakistan Ed-Links project.  The consultant should discover whether a training plan exists for the project that spells out training processes, data collection protocols, and training responsibilities.  If a training plan does not exist, assess and create a flow chart on how training on the project is currently done in the main office in Islamabad and district offices and with partners, including responsibilities, processes, etc.  This assignment will be conducted in July.

Responsibilities:

•        Compile and map a list of the current organizations providing training on the project, the range of training activities and LOE, and what guidelines exist for these activities.

•        Develop a document, assessing training done to date on the project, and the type of information collected applicable to TraiNet.

•        Once training is assessed, develop recommendations for training to ensure compliance with TraiNet, and the resources needed to meet USAID’s regulations in this regard.

•        Create a plan for TraiNet installation across the project, using the flow chart and other information collected.  Make recommendations for the best staffing plan to address needs and the elements of a TraiNet training to these staff members.

•        Work closely with our international and local partners to complete the assignment.

Job qualifications :

•        Experience with USAID and TraiNet essential;

•        10 years experience in international education and developing training plans;

•        Experience in Pakistan, Central Asia or Middle East education and school systems;

•        Master’s degree preferred;

•        Ability to travel to Pakistan required;

•        Fluency in Urdu a plus.

Position Summary:

MSI is seeking a local Education Specialist for an upcoming US Department of Labor child labor project in Nepal. The focus of the project will be to combat exploitive child labor by withdrawing and preventing children from exploitive child labor, including through the provision of direct educational services and improving the capacity of Nepal to address exploitive child labor. The Local Education Specialist will work closely with the Project Director, Ministries of Education, networks of educators, employers’ organizations, and trade unions.

Responsibilities:

•        Provide leadership in developing the technical aspects of this project in collaboration with the Project Director, including the programming and design of non formal education activities, results and indicators;

•        Identify innovative techniques and approaches to reduce drop out rates and increase performance for school aged children;

•        Support the delivery of non formal education (NFE) by strengthening alternative channels for promotion of basic education for vulnerable children;

•        Improve the collaboration with local organizations in integrating child labor concerns throughout education  channels;

•        Strengthening the supervision and management capacity of the authorities in managing basic non formal education;

•        Ensure education indicators are consistent, and in coordination with the Monitoring and Evaluation Specialist, develop appropriate strategies for monitoring and evaluating education-related activities.

Job qualifications :

•        Minimum 3 years experience in basic education projects in developing countries in areas including student assessment, teacher training, educational materials/curriculum development, educational management, and educational monitoring and information systems;

•        Demonstrated experience working with a disadvantaged and vulnerable youth population in a non formal education development role;

•        Knowledge of child labor issues, especially the special educational needs of children withdrawn from exploitive child labor while attending school;

•        Established experience working with ministries of education, networks of educators, employers’ organizations, and trade unions;

•        Working knowledge of English required and at least one official language suggested.

Responsibilities

Under the general guidance of the Executive Board and direct supervision of the Executive Director, the Director Operations is responsible for the implementation, management, supervision and evaluation of all operational activities of the 4C Secretariat, including verification, administration and the regional offices in accordance with the standards and procedures set out by the organization. As member of the management, the Director Operations reports to the Executive Director and closely collaborates with the Director Support Services. He/she participates in strategic planning and budgeting initiatives within the framework given by the Council and Executive Board as decision making organs.

Tasks

Tasks include

- Managing and coordinating the processes and mechanisms of the 4C Association, including membership and financial administration, verification and licensing processes etc.;

- Managing of Human Resources at the 4C Secretariat in consensus with the Executive Director;

- Optimizing internal processes and work flows, especially with regard to the administrative integration of the Regional Offices (currently Uganda, Nicaragua, Brazil);

- Managing and steering of budget and finances of the not-for profit organization;

- Steering the further organizational development of the 4C Secretariat;

- Managing the internal coordination of the implementation of a data management system;

- Coordinating of 4C meetings and conferences (General Assembly, Council etc.).

Job qualifications : We expect candidates to have the necessary skills and managerial experience and seniority from similar positions. A balanced mix of leadership and team-orientation is required. Further requirements include:

- Professional knowledge and experience with not-for-profit membership organization operation and management and business processes;

- Skills in financial management, budgeting and controlling, including adequate experience of relevant tools to allocate resources consistent with the budget and strategy;

- Proficiency in small office communication and international environment;

- Experience in guiding and managing personnel in a team by providing leadership and individual motivation;

- Adequate knowledge in human resources management and organizational  development;

- Experience in sustainability aspects would be an added advantage.

Qualifications

- Degree in Nonprofit Management, (International) Business Administration, Organisational Development, Economics or Socio-Economics or comparable education;

- Analytical and results-oriented working approach;

- Ability to interact with stakeholders and team members of all ages and cultural backgrounds;

- Sound, current computer and small office management skills;

- Strong problem solving and team leadership skills;

- Effective oral and written communication skills including proper use of communication tools and technologies;

- Fluent in English and at least one additional ‘coffee language’ (French, Portuguese or Spanish);

German would be an added advantage;
