Job description : Position Summary:

MSI is seeking a local Monitoring and Evaluation Officer for an upcoming US Department of Labor child labor project in Nepal. The focus of the project will be to combat exploitive child labor by withdrawing and preventing children from exploitive child labor, including through the provision of direct educational services and improving the capacity of Nepal to address exploitive child labor. The local Monitoring and Evaluation Officer will work closely with the Project Director and the Education Specialist.

Responsibilities:

•        Oversee the design and implementation of the project’s monitoring and evaluation activities including the Direct Beneficiary Monitoring System (DBMS);

•        Provide technical assistance to ensure that appropriate monitoring and evaluation tools are used in the M&E plan;

•        Assure the project’s monitoring and evaluation strategies and plan indicators are well managed and executed;

•        Ensure consistency among core institutional development, service delivery and performance indicators;

•        Develop effective data collection methodologies to produce comprehensive reports from a wide variety of organizations;

•        Compile and disseminate M&E information needed for project planning and reports.

Job qualifications :

•        Minimum 3 years progressively responsible experience  in the monitoring and evaluation of international development projects, child labor in particular, education and training or other relevant experience;

•        Experience in strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management, and knowledge of the Government Performance and Results Act (GPRA);

•        Demonstrated experience with results-based management concepts and logical framework approach (LFA);

•        Working knowledge of English required and at least one official language suggested.

Education : Bachelors degree

MSI was recently awarded a three-year contract with USAID/Sudan named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with responsibility for executing many functions normally associated with the Mission’s Program and Communications offices.  As a part of the SUPPORT program, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits.  For more information on our project please follow this link:

Position Summary:

MSI is seeking three candidates: (1) Public Administration Expert, (2) State Failure Expert and (3) Capacity Building Expert for a short-term assessment in Sudan, with a possibility of combining into two positions, one of which will be Team Leader. The goal of this activity will be to help assess the essential government functions needed by 2011, analyze whether the regional government will be able to obtain these functions, and what actions are needed by all stakeholders to succeed in developing these critical functions.  The duration of these positions is short–term, with approximately 3 weeks located in the field. Openings are expected to begin in mid-July 2009.

Responsibilities:

•        A team leader will serve as principal liaison for the project with USAID/Sudan, be responsible for coordinating assessment activities, and ensure that all reporting requirements are met fully and on time;

•        Determine the existing structure, responsibilities, and capacities of local government in Southern Sudan to help asses the government functions;

•        Provide technical  advice on issues relating to design, implementation, and assessment of institutional capacity building processes;

•        Coordinate with USAID/Sudan support offices and other technical divisions to integrate and prioritize activities within the mission’s strategic framework;

•        The result of the assessment will be a final report, to be submitted to USAID and MSI.

Job qualifications :

•        Demonstrated expertise in project management, public administration and management, public sector institutional capacity building, public policy, or other relevant field;

•        Advance degree with minimum of 10 years relevant experience in public administration, public policy, international development, and other related fields;

•        Prior experience managing or leading development initiatives with USAID or other international donor agencies required; preferably in an African country;

•        Exceptional interpersonal and diplomatic skills;

•        Willingness to travel throughout Southern Sudan;

•        Demonstrated excellent oral and written English communication skills.

Responsibilities

Under the general guidance of the Executive Board and direct supervision of the Executive Director, the Director Operations is responsible for the implementation, management, supervision and evaluation of all operational activities of the 4C Secretariat, including verification, administration and the regional offices in accordance with the standards and procedures set out by the organization. As member of the management, the Director Operations reports to the Executive Director and closely collaborates with the Director Support Services. He/she participates in strategic planning and budgeting initiatives within the framework given by the Council and Executive Board as decision making organs.

Tasks

Tasks include

- Managing and coordinating the processes and mechanisms of the 4C Association, including membership and financial administration, verification and licensing processes etc.;

- Managing of Human Resources at the 4C Secretariat in consensus with the Executive Director;

- Optimizing internal processes and work flows, especially with regard to the administrative integration of the Regional Offices (currently Uganda, Nicaragua, Brazil);

- Managing and steering of budget and finances of the not-for profit organization;

- Steering the further organizational development of the 4C Secretariat;

- Managing the internal coordination of the implementation of a data management system;

- Coordinating of 4C meetings and conferences (General Assembly, Council etc.).

Job qualifications : We expect candidates to have the necessary skills and managerial experience and seniority from similar positions. A balanced mix of leadership and team-orientation is required. Further requirements include:

- Professional knowledge and experience with not-for-profit membership organization operation and management and business processes;

- Skills in financial management, budgeting and controlling, including adequate experience of relevant tools to allocate resources consistent with the budget and strategy;

- Proficiency in small office communication and international environment;

- Experience in guiding and managing personnel in a team by providing leadership and individual motivation;

- Adequate knowledge in human resources management and organizational  development;

- Experience in sustainability aspects would be an added advantage.

Qualifications

- Degree in Nonprofit Management, (International) Business Administration, Organisational Development, Economics or Socio-Economics or comparable education;

- Analytical and results-oriented working approach;

- Ability to interact with stakeholders and team members of all ages and cultural backgrounds;

- Sound, current computer and small office management skills;

- Strong problem solving and team leadership skills;

- Effective oral and written communication skills including proper use of communication tools and technologies;

- Fluent in English and at least one additional ‘coffee language’ (French, Portuguese or Spanish);

German would be an added advantage;

- Passion for coffee!
