Project/Proposal Summary: 

The USAID-funded “Support of the Supreme Court and other Judicial Reform Efforts” is a two year project to improve judicial efficiency, judicial integrity and accountability and access to justice in the Philippines. 

Position Summary:

The Judicial Reform Advisor will serve as the resident technical expert and be responsible for specific project activities in the areas of judicial integrity, judicial competence, the efficiency in the administration of justice and increasing citizens’ access to courts.

Responsibilities:

•        Serve as the resident expert on issues of judicial reform, and advise the Chief of Party and other staff as needed;

•        Be responsible for project activities related to judicial reform, and ensure that project deliverables are met in a timely manner;

•        Write and/or contribute to project reporting to USAID and MSI HQ;

•        Establish strong relationships with counterparts in the judiciary and partner organizations;

•        Select, manage and mentor local project staff;

•        Oversee project budget as related to judicial reform activities, and coordinate with the CoP on project expenditures.

Job qualifications :

•        Demonstrated expertise in judicial reform, with substantial experience working with the judiciaries of developing countries;

•        A minimum of 10 years of professional, technical experience;

•        Law degree or other related field;

•        Prior experience working on USAID funded programs;

•        Experience in the Philippines or similar countries preferred.

Project Summary: The purpose of the Local Governance Project, Phase 3 (LGP-III) is to ‘support implementation of the Provincial Powers Act’. The project will provide that support directly in 8 of the 15 provinces covered by the law and indirectly across the country by producing material for the use of Provincial Reconstruction Teams.

Position Summary: The Legal/Governance Advisor is a member of the Program Division, is based in the field and works closely with the Management and Policy Divisions and Iraqi professional Program staff. The principal function of the Advisor is to ensure consistency in implementation of work plan activities related to application of Law 21, the Law of Governorates not Incorporated into a Region. A large part of that responsibility includes feedback to the Senior Legal Advisor to keep the project’s web-based annotation of the Law current. The Legal/Governance Advisor is also responsible for ascertaining the needs of the councils, through cooperation with the Assessment Department and getting those needs met with training.

Responsibilities:

•        Become conversant in the details of Law 21 and its application across the provinces served by the regional hub to which the advisor is assigned;

•        Provide ‘real time’ feedback to the Senior Legal Advisor as to how the law is being applied in practice across the region;

•        Support Iraqi professional staff in encouraging the councils and their executives to perform their functions in accordance with the law;

•        Backstop the development of bylaws and internal regulations for the councils within the region, and obtain, have translated and forward those regulations and amendments/changes as they occur;

•        Recommend new training modules to address the needs/shortcomings of the councils to the Senior Legal Advisor and Training Department, and if approved, develop the content;

•        Assist national staff in identifying the needs of the councils by providing content to the Assessment Department in the Technical Division for the development of baseline studies and oversee data collection in the field;

•        Compile, in cooperation with the Senior Legal Advisor, short articles about inconsistencies or contradictions in practice by local governments in the project’s service area and draft recommendations for the amendment or clarification of the law by the Iraqi Local Government Association (ILGA).

Job qualifications :

•        Bachelor’s Degree in law, public administration or in a relevant field of work that supports the position.

•        5+ years experience in local governance, community organizing and or supporting citizen participation preferred.

•        Some experience providing procedural and technical advice on various governance issues and management of resources preferred.

•        Demonstrated skill in working with local governments regarding the effective delivery of services and the management of resources.

•        Skilled in the use of Microsoft Office suite of programs.

•        Strong planning, organization and problem solving skills.

•        Broad knowledge of Iraq governance law preferred.

Project/Proposal Summary: 

MSI seeks a seasoned Chief of Party for a multi-year project to reform local governance in Nigeria.

Position Summary:

The Chief of Party will oversee the implementation activities to build partnerships between civil society, state and local governments, and the private sector that will improve state and local governance capacity in selected Nigerian states.  The COP will also provide the overall technical and administrative management for the project and maintain accountability to headquarters office in the United States and to USAID in the field.

Responsibilities:

•        Provide overall leadership for the implementation of the project

•        Serve as principal liaison with USAID, counterparts and other donors

•        Provide technical inputs in areas of his/her expertise in local governance

•        Oversee delivery of all reports and other requirements of the contract

•        Demonstrated ability to think strategically and transmit his/her vision to partners and colleagues

We are looking for an enthusiastic and dynamic Director Operations (f/m) to manage the operations of the 4C Secretariat.

Responsibilities

Under the general guidance of the Executive Board and direct supervision of the Executive Director, the Director Operations is responsible for the implementation, management, supervision and evaluation of all operational activities of the 4C Secretariat, including verification, administration and the regional offices in accordance with the standards and procedures set out by the organization. As member of the management, the Director Operations reports to the Executive Director and closely collaborates with the Director Support Services. He/she participates in strategic planning and budgeting initiatives within the framework given by the Council and Executive Board as decision making organs.

Tasks

Tasks include

- Managing and coordinating the processes and mechanisms of the 4C Association, including membership and financial administration, verification and licensing processes etc.;

- Managing of Human Resources at the 4C Secretariat in consensus with the Executive Director;

- Optimizing internal processes and work flows, especially with regard to the administrative integration of the Regional Offices (currently Uganda, Nicaragua, Brazil);

- Managing and steering of budget and finances of the not-for profit organization;

- Steering the further organizational development of the 4C Secretariat;

- Managing the internal coordination of the implementation of a data management system;

- Coordinating of 4C meetings and conferences (General Assembly, Council etc.).

Job qualifications : We expect candidates to have the necessary skills and managerial experience and seniority from similar positions. A balanced mix of leadership and team-orientation is required. Further requirements include:

- Professional knowledge and experience with not-for-profit membership organization operation and management and business processes;

- Skills in financial management, budgeting and controlling, including adequate experience of relevant tools to allocate resources consistent with the budget and strategy;

- Proficiency in small office communication and international environment;

- Experience in guiding and managing personnel in a team by providing leadership and individual motivation;

- Adequate knowledge in human resources management and organizational  development;

- Experience in sustainability aspects would be an added advantage.

Qualifications

- Degree in Nonprofit Management, (International) Business Administration, Organisational Development, Economics or Socio-Economics or comparable education;

- Analytical and results-oriented working approach;

- Ability to interact with stakeholders and team members of all ages and cultural backgrounds;

- Sound, current computer and small office management skills;

- Strong problem solving and team leadership skills;

- Effective oral and written communication skills including proper use of communication tools and technologies;

- Fluent in English and at least one additional ‘coffee language’ (French, Portuguese or Spanish);

German would be an added advantage;
