Project/Proposal Summary: 

This USAID/Philippines funded project, Enhancing the Anti-Corruption Efforts at the National and Local Levels, is a two year project in the areas of corruption prevention, anti-corruption enforcement and anti-corruption education.  

Position Summary:

Anti-corruption Advisor is responsible for specific project activities in the areas of legislative reform, cascading anti-corruption reform from the national to the local/regional level, and enhancing anti-corruption efforts of government agencies and civil society organizations, both at the national and local level. 

Responsibilities:

•        Serve as the resident expert on issues of anti-corruption, and advise the Chief of Party and other staff as needed

•        Write and/or contribute to project reporting to USAID and MSI HQ

•        Establish and maintain strong relationships with counterparts

•        Oversee project budget as related to anti-corruption activities, and coordinate with the CoP on project expenditures.

Job qualifications :

•        A minimum of 10 years of overall experience with a specific technical focus in the area of anti-corruption

•        Experience in developing countries required and experience in the Philippines preferred;

•        Law degree or similar;

•        Experience in the area of anti-corruption in developing countries required;

•        Experience with USAID required

The Liberia Civil Society and Media Capacity, Advocacy and Leadership Program is a new, five year program seeking to support capacity building as needed for civil society organizations (CSOs) and media that facilitate the achievement of results in USAID/Liberia’s key technical sectors of democracy and governance, health, education, economic growth, and natural resource management.

Position Summary:

The Civil Society Capacity Building Manager will work with CSOs to increase their capacity to serve as a vehicle for representing members’ interests and influencing the policy process in Liberia; build CSO capacity to monitor government policy development, implementation and performance, watchdog public expenditure, monitor government performance, and monitor and address issues of gender-based violence, and child trafficking; and increase civic participation at the local and national levels between citizens, civil society, and local government administration, and elected officials to improve civic input in policy formulation and planning and service delivery.

Responsibilities:

•        Support the Program Director in managing the program including: work planning and implementation; hiring and overall supervision of local staff; monitoring program results; maintaining financial and budgetary compliance

•        Work with the Program Manager to manage and monitor the Civil Society Capacity Building Component - training, technical assistance, grant-making

•        Conduct program outreach and oversee grant competitions in targeted counties with local CSOs

•        Work with the Program Manager to ensure a strong working relationship with the USAID mission and implementers to achieve program objectives.

•        Work with the Media Component Manager as appropriate where Civil Society objectives would be served by media assistance

•        Coordinate as appropriate with other USAID programs, including a new media program, as well as other democracy programs and the United Nations and other donors

Job qualifications : Qualifications:

•        Previous work on civil society capacity building, Liberia experience preferred

•        Previous work in Africa in countries emerging from war preferred, but relevant technical or other regional experience will be considered

•        Minimum of 8 years of direct civil society implementation, specifically capacity building, CSO advocacy and role in policy development, and increase civic participation

•        Previous experience with USAID or another donor in civil society development projects

•        The ability to travel throughout Liberia to work with CSOs and implement programs in targeted counties

This component will provide programming to create a more independent and professional media; increase the reach, sustainability and capacity of community radio stations in the targeted counties; establish mobile phone based information distribution systems and interactive tools to increase civil society engagement in government, policy debates and advocacy; provide intensive training for journalists in areas such as: basic journalism; the use of ICT-based tools and sources for investigative journalism; specialty reporting on development and post-conflict related issues, gender themes, judicial proceedings, and investigative journalism to focus on government performance, public financial management and corruption; and assist in the passage and enforcement of media freedom of information laws, promoting an enabling environment for independent media.

The 4C Association is managed by a secretariat of a dozen persons. The head office is located in Bonn, Germany, with regional offices in coffee producer regions. We are looking for an enthusiastic and dynamic Director Operations (f/m) to manage the operations of the 4C Secretariat.

Responsibilities

Under the general guidance of the Executive Board and direct supervision of the Executive Director, the Director Operations is responsible for the implementation, management, supervision and evaluation of all operational activities of the 4C Secretariat, including verification, administration and the regional offices in accordance with the standards and procedures set out by the organization. As member of the management, the Director Operations reports to the Executive Director and closely collaborates with the Director Support Services. He/she participates in strategic planning and budgeting initiatives within the framework given by the Council and Executive Board as decision making organs.

Tasks

Tasks include

- Managing and coordinating the processes and mechanisms of the 4C Association, including membership and financial administration, verification and licensing processes etc.;

- Managing of Human Resources at the 4C Secretariat in consensus with the Executive Director;

- Optimizing internal processes and work flows, especially with regard to the administrative integration of the Regional Offices (currently Uganda, Nicaragua, Brazil);

- Managing and steering of budget and finances of the not-for profit organization;

- Steering the further organizational development of the 4C Secretariat;

- Managing the internal coordination of the implementation of a data management system;

- Coordinating of 4C meetings and conferences (General Assembly, Council etc.).

Job qualifications : We expect candidates to have the necessary skills and managerial experience and seniority from similar positions. A balanced mix of leadership and team-orientation is required. Further requirements include:

- Professional knowledge and experience with not-for-profit membership organization operation and management and business processes;

- Skills in financial management, budgeting and controlling, including adequate experience of relevant tools to allocate resources consistent with the budget and strategy;

- Proficiency in small office communication and international environment;

- Experience in guiding and managing personnel in a team by providing leadership and individual motivation;

- Adequate knowledge in human resources management and organizational  development;

- Experience in sustainability aspects would be an added advantage.

Qualifications

- Degree in Nonprofit Management, (International) Business Administration, Organisational Development, Economics or Socio-Economics or comparable education;

- Analytical and results-oriented working approach;

- Ability to interact with stakeholders and team members of all ages and cultural backgrounds;

- Sound, current computer and small office management skills;

- Strong problem solving and team leadership skills;

- Effective oral and written communication skills including proper use of communication tools and technologies;

- Fluent in English and at least one additional ‘coffee language’ (French, Portuguese or Spanish);

German would be an added advantage;

- Passion for coffee!
