Project/Proposal Summary:  
MSI was recently awarded a three-year contract with USAID/Sudan. The Services Under Program and Project Offices for Results Tracking (SUPPORT) program is responsible for executing functions associated with the Mission's Program and Communications offices. As a part of the SUPPORT program, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits. Position Summary:
MSI is seeking two consultants to lead a collaborative Mid-Term Review of Technical Assistance Program (TAP) implemented by the Academy for Educational Development (AED). Ideally, one would be an expert in collaborative evaluations and the other an expert in capacity building in the education sector in Africa. This is a short term technical assignment. The consultants will work very closely with the rest of the evaluation team (including representatives from USAID, AED and the Government of Southern Sudan Ministry of Education, Science and Technology (GoSS-MoEST) and the USAID/Sudan Program Office. The duration of the project is short term (approximately two days of preparation, three weeks in the field, and a few days to finalize the draft report, based on client feedback).

Responsibilities:
. Lead MSI's efforts to conduct a collaborative mid-term evaluation of the TAP project;
. Work under the joint direction of MSI's Chief of Party and USAID/Sudan's Program Office;
. Provide excellent evaluation and technical assistance to the Mission in the field;
. Take responsibility for managing the team, organizing its work, and ensuring quality control and delivery of a final report.

Job qualifications :

. Strong skills in conducting evaluations, particularly collaborative evaluations where representatives from USAID, host government, and the target institution participate on the team;
. Experience evaluating or working on USAID capacity building and institutional development projects in the education sector;
. Extensive experience working in Africa, Sudan, and/or similar post conflict environment;
. Experience building effective systems for decentralized provisions of education services in a similar - and preferably African - context;
. Advanced degree in, evaluation, education, public/private management, international development, public policy, quantitative analysis, or related field;
. Willing and able to travel in Southern Sudan;
. Ability to function as a collaborative team member under challenging conditions
. This position is a short term position, starting in June 2009.

Project/Proposal Summary:  
Under contract with the United States Agency for International Development (USAID), MSI is implementing the Millennium Challenge Corporation (MCC) Anticorruption Threshold Program in Peru.
The Program will help the Government of Peru (GOP) combat public corruption by improving administrative systems and procedures, strengthening enforcement, and increasing public awareness about corruption. Position Summary:
The CoP will provide the overall technical and administrative management for the project, hire, manage and mentor the field staff, and maintain accountability to headquarters office in the United States and to USAID in the field.  

Responsibilities:
. The COP will establish and provide continuing liaison with USAID/Peru and the Government of Peru;
. Supervise implementation of all required activities;
. Supervise monitoring and evaluation of the project and provide the required reporting to USAID/Peru.


Job qualifications : .     

Demonstrated expertise in transparency and accountability with extensive knowledge of one or more of the following areas: public procurement, public administration, judicial reform, public awareness campaigns;
. Minimum 5 years overseas experience managing internationally funded development programs;  
. Prior Chief of Party experience and experience in Peru strongly preferred;
. Experience in rapidly establishing and managing field operations in complex settings;
. Fluency in English and Spanish;
. Familiarity with USAID policies and procedures;
. A degree in a relevant field, such as law, political science, international affairs or public administration;
. Demonstrated strong leadership capability.
