Project/Proposal Summary:  
MSI was recently awarded a three-year contract with USAID/Sudan. The Services Under Program and Project Offices for Results Tracking (SUPPORT) program is responsible for executing functions associated with the Mission’s Program and Communications offices. As a part of the SUPPORT program, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits. Position Summary:
The Evaluation Team Leader will lead an evaluation of USAID Support to the Juba Urban Water Corporation (UWC), managed by the Louis Berger Group.   This is a short term technical assignment. The individual will work closely with the USAID/MSI WASH Advisor and the USAID/Sudan Program Office. The duration of the project is short term (approximately three weeks in the field).

Responsibilities:
• Lead the evaluation team, ensuring an excellent evaluation process and an excellent evaluation report;
• Work under the joint direction of MSI’s Chief of Party and USAID/Sudan’s Program Office;
• Take full responsibility for de-briefing of the findings, conclusions, and recommendations, and producing the final report.  

Job qualifications :

• Direct experience in conducting evaluations for USAID-funded projects;
• Good understanding of USAID strategy, programming and implementation activities;
• Advanced degree in, evaluation, public/private management, international development, public policy, quantitative analysis, or related field;
• Willing and able to travel to Juba, Sudan;
• Ability to function as a collaborative team member under challenging conditions;
• This position is a short term position, starting in the beginning of August 2009.

Project/Proposal Summary:  
The Safety and Access to Justice Program in Sudan is an upcoming four-year, DiFD-funded program.  The goal of the program is to strengthen peace and stability in the Sudan through increasing citizens’ personal security, human rights protection and access to justice. The program will build capacity and increase coverage, accessibility and effectiveness of the police and justice systems of the Sudan.

Position Summary:
MSI is seeking experienced expatriate and local court administration specialists for full-time positions on the project.  The court administration specialists will assist in developing standard systems and procedures for courts and train/mentor Sudanese judges, clerks, and other court personnel in court administration practices, rules, processes, administrative best practices, case flow and management techniques, information technology, and file storage and security.  This program will have offices in both Khartoum and Juba.

Responsibilities:
• Direct and manage day-to-day operations and support staff associated with the Sudanese legal court system;
• Provide direct capacity building and training sessions to local officials and high ranking figures within the legal and justice system;
• Facilitate the establishment of relationships with other justice sector subsets (police, government, etc.);
• Assist in the development of new procedures and relationship to solve long standing court administration problems, such as missing court appearances, excessive use of adjournments, etc.;
• Serve as a resident expert on court administration, systems and case flow management.
• Design and conduct trainings for court system and Ministry of Justice employees on topics such as management, communications, professional English language skills and court-related IT functions.  

Job qualifications :

• Substantial experience in court administration and case management, including in the areas of public service standards, court records and docketing, budgeting, internal supervision systems, and public access to information;
• Experience with building cooperating relationships between justice sector counterparts (police, government, etc.), working with trial level courts and rural justice and sound knowledge of court automation and case flow management;
• Experience designing and delivering professional trainings on topics related to court administration, management, IT and other related topics;
• Prior experience living and working in a conflict or post-conflict environment, preferably Sudan;
• Experience in a civil law system and knowledge of the Sudanese courts preferred.

The position will be based in Warrap State and will assist local governments and communities to manage service delivery, develop own-source revenues, manage financial and human resources, improve transparency, and other relevant capacities.
