Project/Proposal Summary: 

This project will work closely with USAID and the Government of Ghana to accurately evaluate education initiatives throughout the country.  The project will design and implement a Performance Monitoring and Reporting (PMR) system that will help to monitor the performance of USAID-funded education projects and also contribute to reporting at higher levels including USAID Washington. This project is for one year (with the possibility of two years of extension) and will be based in Accra. 

Position Summary:

The Chief of Party will be responsible for the technical and administrative management of the project, and serve as both the manager and expatriate monitoring and evaluation expert.  As this program is thoroughly integrated with the Government of Ghana, the Chief of Party will work closely both with the GoG and the USAID mission.  In collaboration with MSI Washington, the COP will hire, train and mentor a team of local professionals, and ensure the project deliverables are met in a timely fashion. 

Responsibilities:

•        Serve as the resident expert in monitoring and evaluation for education programs;

•        Provide strategic thinking for Education M&E in Ghana and design programs and studies to carry out the strategy

•        Lead and manage the M&E team throughout the country

•        Build strong working relationships with the USAID mission, education projects, and GOG education institutions

•        Represent the project and MSI at the highest levels

•        Produce technical and financial reports for the Mission and MSI

•        Determine project technical assistance needs and, in coordination with the MSI home office, recruit consultants 

Job qualifications : Qualifications:

•        Prior experience as Chief of Party or Project Director for USAID funded projects

•        Demonstrated technical expertise in monitoring and evaluation in an international context (10+ years preferred) with experience designing/conducting M&E for education programs

•        Developing country work experience required; Africa experience strongly preferred

•        Fluency in English with the ability to produce high-quality technical documents as well as presentations and project reports

•        Degree in relevant discipline such as economics or education; advanced degree preferred

•        Demonstrated abilities in leadership, management, and host country government relationship building

Position Summary:

MSI is seeking a local Deputy Chief of Party/ M&E specialist for an upcoming USAID Transparency Program in Guatemala. The goals of this program will be to help increase the transparency, responsiveness and accountability of the Guatemalan Government, to develop and implement appropriate and meaningful strategies to curb corruption in economic, political and social services in Guatemala. The duration of this contract is five years. This is a local position, only Guatemalan nationals will be considered.

Responsibilities:

•        Ensure coordination among short and long-term consultants for the different program components;

•        Liaise directly with COP to coordinate project responses;

•        Manage permanent technical level contacts and monitoring of all activities under the program; 

•        Keep track of the program\'s monitoring and evaluation mechanisms;

•        Work with colleagues and stakeholders to develop performance measures, put in place data collection systems, collect or ensure the collection of high quality data, analyze data and prepare periodic reports;

•        Work with staff and stakeholders to determine project adjustments based on data analysis;

•        Work cooperatively with a senior colleague charged with improving the judicial system\'s own data collection.

Job qualifications :

•        Candidates should have a minimum of 8 years work experience managing technical assistance programs in transparency and state reform in Guatemala or other Central American Country;

•        Extensive knowledge of the Guatemalan public sector is required;

•        Demonstrated high technical skills in monitoring and evaluation processes is required;

•        Experience managing M&E for a large, multi-faceted international development project, preferably USAID funded;

•        Prior experience managing or leading large, interdisciplinary teams, as well as working with politically sensitive contexts is required;

•        Experience developing excellent but independent relationships with technical level public officials and relevant NGO\'s;

•        English and Spanish language proficiency is required.

•        Work with the Chief of Party to develop, implement and evaluate communication strategies and outreach efforts to increase awareness of justice sector reforms implemented by the program;

•        Develop activities directed to raise public awareness through the production of information, communication and education materials;

•        Design and implement innovative communications and advertising campaigns of all activities related to justice sector reform outreach;

•        Lead and coordinate activities to:

=0=        Build the capacity of Civil Society Organizations (CSOs) and citizens to interact effectively with the government, private sector, and media;

=0=        Promote civil society capacity building for strengthened advocacy, monitoring and participation in policy formulation and implementation;

=0=        Strengthen CSO organizational capacity, independence and financial sustainability;   

•        Provide technical assistance to CSOs in developing and implementing advocacy and watchdog activities and in participating in policy development and implementation;

•        Lead activities to mobilize CSOs to monitor implementation of the code of civil service.

Job qualifications :

•        A minimum of 5 years of experience planning, implementing and monitoring the impact of  communications strategies, and building capacity of civil society to enhance citizen participation and conduct advocacy/watchdog campaigns at national and local levels;

•        Strong experience working with NGOs;

•        Strong knowledge of the legal framework for NGO, as well as issues of the NGO capacity and sustainability;

•        Experience in conducting fundraising and leveraging funds;

•        Experience with donors, donor projects, development and/ or government agencies;

•        Experience using mixed media including television, radio and print as well as the web;

•        Previous professional experience designing marketing and communications strategies, public relations or journalism;

•        Strong organizational skills and attention to detail.

The 4C Association is managed by a secretariat of a dozen persons. The head office is located in Bonn, Germany, with regional offices in coffee producer regions. We are looking for an enthusiastic and dynamic Director Operations (f/m) to manage the operations of the 4C Secretariat.

Responsibilities

Under the general guidance of the Executive Board and direct supervision of the Executive Director, the Director Operations is responsible for the implementation, management, supervision and evaluation of all operational activities of the 4C Secretariat, including verification, administration and the regional offices in accordance with the standards and procedures set out by the organization. As member of the management, the Director Operations reports to the Executive Director and closely collaborates with the Director Support Services. He/she participates in strategic planning and budgeting initiatives within the framework given by the Council and Executive Board as decision making organs.

Tasks

Tasks include

- Managing and coordinating the processes and mechanisms of the 4C Association, including membership and financial administration, verification and licensing processes etc.;

- Managing of Human Resources at the 4C Secretariat in consensus with the Executive Director;

- Optimizing internal processes and work flows, especially with regard to the administrative integration of the Regional Offices (currently Uganda, Nicaragua, Brazil);

- Managing and steering of budget and finances of the not-for profit organization;

- Steering the further organizational development of the 4C Secretariat;

- Managing the internal coordination of the implementation of a data management system;

- Coordinating of 4C meetings and conferences (General Assembly, Council etc.).

Job qualifications : We expect candidates to have the necessary skills and managerial experience and seniority from similar positions. A balanced mix of leadership and team-orientation is required. Further requirements include:

- Professional knowledge and experience with not-for-profit membership organization operation and management and business processes;

- Skills in financial management, budgeting and controlling, including adequate experience of relevant tools to allocate resources consistent with the budget and strategy;

- Proficiency in small office communication and international environment;

- Experience in guiding and managing personnel in a team by providing leadership and individual motivation;

- Adequate knowledge in human resources management and organizational  development;

- Experience in sustainability aspects would be an added advantage.

Qualifications

- Degree in Nonprofit Management, (International) Business Administration, Organisational Development, Economics or Socio-Economics or comparable education;

- Analytical and results-oriented working approach;

- Ability to interact with stakeholders and team members of all ages and cultural backgrounds;

- Sound, current computer and small office management skills;

- Strong problem solving and team leadership skills;

- Effective oral and written communication skills including proper use of communication tools and technologies;

- Fluent in English and at least one additional ‘coffee language’ (French, Portuguese or Spanish);

German would be an added advantage;

- Passion for coffee!
