Project/Proposal Summary: 

MSI seeks a seasoned Chief of Party for a multi-year project to reform the economic policy environment in Colombia in areas such as agricultural, labor and land tenure policy. The person chosen will lead an effort to improve the public policies that affect the capacity of Colombians, above all those in rural areas, to secure adequate livelihoods.

 

Position Summary:

The Chief of Party will provide the overall technical and administrative management for the project and maintain accountability to headquarters office in the United States and to USAID in the field.

 

Responsibilities:

•        The COP will establish and provide continuing liaison with USAID/Colombia and the Government of Colombia;

•        Integrate work of local Colombian partners;

•        Supervise a program of sub-contracts and grants;

•        Supervise monitoring and evaluation of the project and provide the required reporting to USAID/Colombia.

 

Job qualifications :

•        Experience with the management of USAID projects especially those dealing with policy reform;

•        Knowledge of and experience in Latin America, preferably Colombia;

•        Spanish language fluency required;

•        Knowledge of specific policy issues of concern to the Colombian context a plus.

The Finance and Administration Officer will work closely with the Project Director.

 

Position Summary:

The Finance and Administration Officer will provide long-term management of all financial and administrative aspects of the project.

 

Responsibilities:

•        Analyze financial data, define relevant information, and interpret data for purpose of determining past financial performance and future probability.

•        Process bank and cash transactions, including reconciliations.

•        Ensure adherence to USAID rules and regulations and Yemen laws.

•        Review of and accounting for procurement transactions ensuring supporting documentation, accuracy of amounts and control over payments.

•        Create and/or contribute to financial reports to USAID and MSI HQ. 

 

Job qualifications : Qualifications:

•        Bachelor’s Degree in accounting, finance or related field.

•        Minimum of 3 years’ financial management experience required, including prior experience as Finance Manager for USAID funded programs.

•        Demonstrated expertise in USAID rules and regulations.

Job description : The Institute for Sustainable Communities (ISC) is looking for chief of party candidates to lead implementation of its USAID-funded Civil Society Strengthening Program in Kosovo.  The K-CSSP is in the second year of a three-year, $4.5 million project with the aim to position Kosovo civil society an effective and influential partner to government in public decision-making.  We are especially interested in candidates who have achieved positive program impacts and demonstrate creative and adaptive program management in challenging environments.

 

Ideal candidates will have senior-level civil society experience in designing, implementing and directing international programs that present innovative approaches to increasing advocacy, leadership, and citizen participation in public policy decision making; NGO capacity development; legal framework; and the use of public information networks and media to advance civil society.

 

Job qualifications :

•        University degree and seven years of senior project management experience with nonprofit organizations in an international setting, including three years of chief of party or commensurate senior level management experience. Balkans experience preferred.

•        Strong prior experience in overseeing complex capacity-building and grant-making operations that ensure transparency and can be adapted to emerging opportunities;

•        Strong supervisory experience and ability to manage a multi-disciplinary team of professionals, demonstrated integrity, diplomacy, team-oriented management style, and commitment to develop and maintain collaborative, team relationships in a fast-paced work environment;

•        Management of USAID-funded programs and strong financial management;

•        Ability to develop and sustain close relationships with program partner organizations, USAID missions, host government officials, and a wide range of national and international NGOs;

•        Experience in developing annual work plans and preparing regular program reports and documentation is critical, as is the ability to establish and sustain program monitoring teams and impact evaluation.

•        Experience designing and developing programs including conceptualization, proposal writing, and donor relations.

•        Excellent written and oral communication skills;

•        Proficiency in computer applications, including email and spreadsheets. 

•        Fluency in English (spoken and written) is required and Albanian language skills a plus.
