Project/Proposal Summary: 

MSI is anticipating a 4.5 year program for Supporting Democracy, Good Governance, and National Reconciliation in Senegal.  The program will focus on four outcome/components: (1) greater transparency and accountability; (2) support to strengthen fiscal decentralization; (3) support free and credible 2012 elections; (4) support to conclude the Casamance peace process.

 

Position Summary:

MSI seeks an experienced Senegalese Decentralization Advisor with strong, prior experience working on decentralization policy reforms in West Africa (Senegal specifically) to provide technical and management assistance on an upcoming project in Senegal. This position will work to improve the government’s service delivery in areas such as health and education, ensuring policy reform and fiscal support are encouraged to address service delivery gaps in the system; additionally, civil society will be encouraged to engage on local issues to enhance the link between government and citizens to better address their needs.

 

**Please note: This is a local position. Only Senegalese citizens will be considered. **

 

Responsibilities:

        Lead the decentralization component, supporting the Chief of Party in work plan development and implementation;

        Manage Component 2 decentralization staff and short-term experts;

        Foster and enhance working relationships with government counterparts;

        Review, analyze, and assist with improving fiscal intergovernmental relations and civil service reforms;

        Conduct training and technical assistance on strategic planning, increased revenue sources, resource management and service deliver, participatory budgeting and citizen engagement;

        Build the capacity of provincial parliaments to seek public input and engage in policy discussions with civil society actors.

 

Job qualifications :

        Advanced degree in relevant field from accredited university;

        At least 7 years of experience implementing decentralization policy and reforms in Africa;

        Prior experience working on USAID-funded programs preferred;

        Fluency in English and French, required; knowledge of local languages (Wolof, Soninke, Seereer-Siin, Fula, Manika, Diola)  preferred;

        Demonstrated ability to connect and liaise with local stakeholders particularly government officials and civil society organizations;

        Demonstrated ability to work as a senior team member on a large project;

        Demonstrated experience managing local staff;

        Demonstrated excellent oral and written communication skills.

 

Nationality : Senegalese Citizen

 

Education : Bachelors degree

Position Summary:

MSI seeks an experience Chief of Party for an anticipated multi-year program aimed at improving the social and economic welfare of Ghanaian citizens.  The Chief of Party will provide the overall technical and administrative management for the project and maintain accountability to headquarters office in the United States and to USAID in the field.  

 

Responsibilities:

        Provide leadership for and general oversight of project activities and results;

        Serve as principal liaison with USAID, counterparts and other donor;

        Provide technical inputs in areas of his/her expertise in local governance;

        Oversee internal management of the project including the budget and performance monitoring and evaluation; 

 

Job qualifications : Qualifications:

        Minimum of 10 years experience managing international development projects;

        Prior experience as Chief of Party or Project Director for USAID funded projects;

        Demonstrated ability to develop and foster relationships with local government agencies, donors, donor-funded implementers and other Civil Society Organizations;

        Technical expertise in the field of Democracy and Governance and/or Education, with a particular focus in one or more of the following areas:

o        Local Governance

o        School Management

o        Decentralization at the district level

o        Financial accountability and management

o        Health

o        Agriculture

        Fluency in English with the ability to produce high-quality technical documents as well as presentations and project reports;

        Experience working in West Africa; previous experience in Ghana and strong knowledge of West Africa local governance issues preferred;

        Outstanding interpersonal and diplomatic skills;

        Knowledge of USAID procedures for project management.

- 10 years experience in design, delivery, and/or management of adult training/educational programs;

- Significant developing country work experience, preferably in the relevant region;

- Coordinate with short-term technical assistance providers involved in training including preparing a statement of work, recruiting, and overseeing mobilization, performance, and deliverables.

- Supervise and mentor the Training Coordinator to take over the duties listed above after 18 months.

 

Job qualifications : Qualifications:

- Master\'s degree or equivalent in training, human resources or a relevant area;

- 10 years experience in design, delivery, and/or management of adult training/educational programs;

- Significant developing country work experience, preferably in the relevant region;

- Demonstrated experience in the following:

  * designing & conducting learning needs assessments

  * curriculum design using experiential training design and methodology

  * developing technical training programs, including working with technical subject matter specialists

  * facilitating technical workshops and other events designed to improve the ability of individuals and organizations to achieve key business goals;

- Relevant regional language capability
