Project/Proposal Summary:

The purpose of this upcoming Regional Afghan Municipalities Program for Urban Populations (RAMP UP) is to create an effective, responsive, democratic, transparent, accountable, and gender sensitive municipal governance in selected municipalities throughout the country of Afghanistan. The project aims to increase the capacity of GIRoA municipal officials, improve the delivery of municipal services to citizens, and increase municipal capacity to enable, support, and sustain economic growth.  As a result of the RAMP UP, Afghan citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process, and see local governance structures as legitimate.

 

Position Summary:

MSI is seeking a Senior Municipal Governance Advisor to provide guidance to GIRoA officials on national/ sub-national management and planning processes.  The Senior Municipal Governance Advisors will be embedded inside the IDLG HQ in Kabul.

 

Responsibilities:

• Design and develop effective systems for democratic, local governance, including guidance concerning effective practices of municipal management, organization and delivery of public services, human resources and organizational management.

• Identify and disseminate innovative municipal governance practices.

• Guide curriculum/training development in relevant technical area, as appropriate.

• Coordinate with other USAID and non-USAID programs related to municipalities.

• Others identified by the Contractor, in support of the MGSPA CLINs outlined above. 

 

Job qualifications :

• Advanced degree from an accredited university in a relevant field preferred.

• 7 years of applicable local governance experience in relevant technical areas.  For example: urban planning, strategic planning, financial management, infrastructure, revenue generation, service delivery, public works, and human resource management.

• Knowledge of best practices and lessons learned in municipal governance.

• Fluency in English (written and spoken). Local language proficiency is desirable.

• Excellent analytical, interpersonal and communication skills.

• Oversee M&E related function of the program.

• Serve as resident technical advisor on M&E.

• Work closely with the program team to finalize and implement effective M&E systems and reporting.

• Demonstrate professionalism and leadership with implementing partners and target groups. 

 

Job qualifications :

• Advanced degree from an accredited university in a relevant field preferred.

• Prior international donor experience on similar projects.

• Experience managing performance monitoring and evaluation for international development programs, including performance monitoring plans, research and design, performance indicators, casual linkages, target setting, data quality, etc.

• 7 plus years of experience designing/managing M&E systems required.

• Excellent quantitative skills in data analysis as well as qualitative skills.

• Advanced proficiency in data management/analysis platforms (i.e. Excel, SPSS, SAS, etc.).

• Fluency in English (excellent written and verbal communication skills). Local language proficiency is desirable.

• Previous experience with USAID desired.

Currently there are positions offered in Kampala, Uganda; Kinshasa, Democratic Republic of Congo; and in Bangkok, Thailand.   These three positions are currently offered as an 18-24 month assignment contributing to the implementation of a 5-year project called RESPOND. RESPOND is part of the USAID Emerging Pandemic Threats Program – designed to focus on the development of outbreak investigation and response training that merges animal and human health dynamics into a comprehensive approach for disease detection and control. DAI and its partners (Tufts, the University of Minnesota, Training Resources Group, Inc. and Ecology and Environment) will implement a capacity building program from a structure that includes a U.S. project headquarters and regional project “hubs.”  

 

The Regional Training Manager is responsible for overseeing the implementation of the RESPOND Project’s capacity building strategy, customized to the relevant region, while maintaining compliance with DAI and USAID standard procedures, rules, and regulations.  The Regional Training Manager reports directly to the Regional Program Director, coordinates closely with the project headquarters Training Manager and the other four Regional Training Managers, and is supported by a locally hired Regional Training Coordinator.

 

Responsibilities:

- Manage and support the implementation of all training related activities in the region;

- Conduct training needs assessments in urban and rural areas in the region;

- Coordinate with local institutions on all aspects of training delivery and follow-up;

- Collaborate with technical subject matter experts, including epidemiologists, veterinarians, wildlife experts, anthropologists, physicians, and nurses to customize curricula for local conditions;

- Co-facilitate trainings with technical subject matter experts, infusing best practices of adult, experiential and participatory training methods;

- Communicate closely with the Project Training Manager about priority areas of concern;

- Participate actively in sharing lessons learned with the other Regional Training Managers;

- Manage the collection and monitoring of participant information and evaluation results of all regional training activities by the regional training coordinator;

- Coordinate with short-term technical assistance providers involved in training including preparing a statement of work, recruiting, and overseeing mobilization, performance, and deliverables.

- Supervise and mentor the Training Coordinator to take over the duties listed above after 18 months.

 

Job qualifications : Qualifications:

- Master\'s degree or equivalent in training, human resources or a relevant area;

- 10 years experience in design, delivery, and/or management of adult training/educational programs;

- Significant developing country work experience, preferably in the relevant region;

- Demonstrated experience in the following:

  * designing & conducting learning needs assessments

  * curriculum design using experiential training design and methodology

  * developing technical training programs, including working with technical subject matter specialists
