Project/Proposal
Summary:
The
purpose of the Community Youth at Risk Program (CYAR) is to strengthen the
capacity of at-risk youth communities to effectively respond to and mitigate
youth involvement in crime, violence and gangs. To strengthen communities,
activities will be co-created by the youth, community leaders, non-governmental
actors, public servants and the private sector to promote positive youth
development and practical alternatives to violence and crime, thereby
contributing to improved citizen security and community safety.
Position
Summary:
The
Chief of Party will provide the vision and overall leadership to the team. Likewise, the Chief of party will be
responsible for overseeing all technical, administrative and programmatic
elements of the project. She/he will also serve as the primary point of contact
to USAID/Panama as well as public, private and non-government counterparts.
Responsibilities:
• Providing the vision and overall
leadership to the team
• Managing the Contractor\'s technical
assistance and program administration
• Implementing activities in accordance
with applicable laws and regulations
• Preparing and submitting technical and
financial reports as requested by USAID/Panama
• Oversee all technical, administrative,
and programmatic components of the project
• Supervise staff members
• Ensure that all targets are achieved and
contract deadlines met
• Develop and maintain critical
relationships and partnerships with stakeholders including government
officials, non-governmental organizations, and members of the private sector
• Design and implement detailed strategies
and work plans, and monitoring and evaluation systems
Job
qualifications :
• Bachelor’s degree in a relevant
discipline such as Law, Social Work, Criminal Justice, Juvenile Justice, Public
or Business Administration, or Community Development required; Master’s Degree
or Ph. D. preferred.
• A minimum of 7 years experience in a
progressively responsible position with at least 3 years experience as Chief of
Party for a small project (under $6 Million) or 2 years experience as a Deputy
Chief of Party for a large project (over $7 Million).
• Experience working with youth-at-risk
and proven capacity to facilitate coordination amongst diverse sectors required
• Demonstrated experience working with
senior government officials and the private sector to support program
objectives.
• Excellent written and spoken English
(Level V) and
Spanish skills (Level IV )
• Previous experience working in Latin
America desired; ability to travel through the region as required.
• Familiarity with USAID regulations and
reporting requirements

Position
Summary:
The
Financial Manager will support senior management in complying with all
USAID/Panama financial requirements, regulations and processes.
**Please
note: This is a local position. Only Panamanian citizens will be considered. **
Responsibilities:
• Support senior management in meeting
USAID administrative requirements (budget preparation and tracking, financial
management, agreement management);
• Establish a fluid financial system and
set of protocols that enable transparency, accountability and accuracy.
• Maintain detailed records/files of
program financial information;
• Draft monthly and
quarterly financial reports which discloses burn-rate to USAID COTR;
• Present financial progress reports at
quarterly meetings
• Monitor financial activities and keep
senior staff informed.
• Train, as necessary, staff and partners
in aspects related to financial systems, protocols or policies.
Job
qualifications : The Financial Manager/Administrator
must have demonstrated ability in budget formulation and financial reporting,
according to USG and USAID regulations and Panamanian law, demonstrated skills
to support the objectives of the program, and excellent written and spoken
Spanish and English skills. A minimum of
5 years experience in similar projects is required.
