Project/Proposal Summary: 

The purpose of the Community Youth at Risk Program (CYAR) is to strengthen the capacity of at-risk youth communities to effectively respond to and mitigate youth involvement in crime, violence and gangs. To strengthen communities, activities will be co-created by the youth, community leaders, non-governmental actors, public servants and the private sector to promote positive youth development and practical alternatives to violence and crime, thereby contributing to improved citizen security and community safety.

Position Summary:

The Monitoring and Evaluation (M&E) specialist will ensure the strategic oversight and accurate measurement of the project. She/he will be responsible for developing and managing a technical partnership with University counterparts as well as building capacity among staff and country-based partners.

**Please note: This is a local position. Only Panamanian citizens will be considered. **

Responsibilities:

•        Develop a Performance Monitoring Plan (PMP) in collaboration with University counterparts;

•        Implement the PMP through collecting weekly information form staff and target beneficiaries;

•        Oversee a formative (mid-term) and summative (final) evaluation as implemented by the University   counterpart.

•        Conduct and facilitate field monitoring and ensure compliance with Quality Assurance Surveillance Plan.

•        Provide M&E capacity building for staff, counterparts and beneficiaries as demanded by the project.

•        Serve as the technical leader on M&E, draft reports and interact with USAID as called for.

Job qualifications : The M&E Specialist should have demonstrated experience in designing and implementing M&E plans. The M&E Specialist must have demonstrated ability in monitoring and evaluation, demonstrated skills to support the objectives of the program, and excellent written and spoken Spanish and English skills.  A minimum of 4 years experience in similar projects is required.  

Education : Bachelors degree

Project Summary:

Position Summary:

The Travel and Operations Specialist will be responsible for planning travel, logistics and conferences for both USAID and MSI teams in Sudan, Kenya and elsewhere in the region.  This is a critical and high-visibility position, and the Specialist must be extremely organized, adaptable and professional. 

Responsibilities:

•        Plan travel & logistics for MSI teams in Sudan and the region, including lodging, ground transport and flights. 

•        For both USAID and MSI teams on trips outside of Juba and Khartoum:

   Arrange air flights

   Arrange lodging and food locally

   Arrange land transport locally

•        Arrange logistics for USAID conferences in Sudan, Kenya and elsewhere in the region

•        Develop and nurture relationships with air service providers, hotel operators and Implementing Partners to support ongoing travel logistics.

•        Take lead in arranging VIP visits.

•        Assist in housing logistics and maintenance for MSI staff, as needed.

•        Extensive field travel required.

Job qualifications :

•        Prior experience arranging travel and logistics in Sudan or Sub-Saharan Africa required;

•        High degree of professionalism, adaptability and organization;

•        Strong sense of self-direction and the ability to carry out tasks with little oversight;

•        English fluency required and Arabic proficiency strongly preferred.

•        Minimum of a BA +8 years of experience; MA +6, JD+4, PhD +3 required

The Regional Training Manager is responsible for overseeing the implementation of the RESPOND Project’s capacity building strategy, customized to the relevant region, while maintaining compliance with DAI and USAID standard procedures, rules, and regulations.  The Regional Training Manager reports directly to the Regional Program Director, coordinates closely with the project headquarters Training Manager and the other four Regional Training Managers, and is supported by a locally hired Regional Training Coordinator.

Responsibilities:

- Manage and support the implementation of all training related activities in the region;

- Conduct training needs assessments in urban and rural areas in the region;

- Coordinate with local institutions on all aspects of training delivery and follow-up;

- Collaborate with technical subject matter experts, including epidemiologists, veterinarians, wildlife experts, anthropologists, physicians, and nurses to customize curricula for local conditions;

- Co-facilitate trainings with technical subject matter experts, infusing best practices of adult, experiential and participatory training methods;

- Communicate closely with the Project Training Manager about priority areas of concern;

- Participate actively in sharing lessons learned with the other Regional Training Managers;

- Manage the collection and monitoring of participant information and evaluation results of all regional training activities by the regional training coordinator;

- Coordinate with short-term technical assistance providers involved in training including preparing a statement of work, recruiting, and overseeing mobilization, performance, and deliverables.

- Supervise and mentor the Training Coordinator to take over the duties listed above after 18 months.

Job qualifications : Qualifications:

- Master\'s degree or equivalent in training, human resources or a relevant area;

- 10 years experience in design, delivery, and/or management of adult training/educational programs;

- Significant developing country work experience, preferably in the relevant region;

- Demonstrated experience in the following:

  * designing & conducting learning needs assessments

  * curriculum design using experiential training design and methodology

  * developing technical training programs, including working with technical subject matter specialists
