Project/Proposal Summary: The project objectives are geared to support and strengthen USAID Afghanistan�s monitoring and evaluation systems, performance management, strategic communications and public information products, while, providing support services such as facilitating workshops, conferences, and meetings for USAID and its implementing partners, conducting field-based assessments, supporting technical offices in new program/project design, facilitating the Mission�s Participant Training process, providing staff augmentation on an as requested basis, and providing translation services.� This is a 5 year project scheduled to begin in May 2010.

Position Summary:

MSI is seeking a Director of Communications with experience in the design and implementation of public outreach and communication initiatives, as well public education mechanisms.�

Responsibilities:

�� Design and implement outreach and communications strategies to reach diverse target audiences in Afghanistan and the United States;

�� Work closely with USAID and the project team to develop key messages, success stories and other communication tools for distribution.�

Job qualifications :

�� Demonstrated expertise in strategic communications, including the design and implementation of public outreach, communication, and public education mechanisms;

�� Minimum least 5 years international experience;

�� Prior experience developing communications strategies and tools for USAID and/or USAID funded projects;

�� Ability to work in complex environments; experience in post-conflict environments is required, and Afghanistan experience is strongly preferred;

�� Ability to handle multi-tasking, and work in multi-cultural and multi-ethnic environments;

�� Knowledge in software packages required to deliver outreach tools is required.

Education : Bachelors degree�

Position Summary: MSI is seeking an experienced Program Design and Monitoring and Evaluation Specialist, with a solid track-record in providing technical and programmatic guidance to diverse stakeholders on optimal mechanisms and methodologies for quality performance monitoring, data validations, planning, quality controls, accountability mechanisms, assessments and evaluations

Responsibilities:

�� Serve as a resident technical expert in program design and monitoring and evaluation;

�� Select and/or assist the CoP in the selection of consultants for short-term design and/or evaluation assignments, and work closely with team members and consultants on program designs and evaluations;

�� Create systems for and oversee the implementation of data gathering and results reporting;
