Project/Proposal Summary: 

The 5-Year USAID- funded Responsive Governance Project in Yemen is intended to facilitate more equitable socio-economic development by strengthening public policies and institutions that will contribute to mitigating the drivers of instability in Yemen. 

Position Summary:

The Chief of Party will provide the overall technical and administrative management for the project and maintain accountability to headquarters office in the United States and to USAID in the field.

**This is a local position, only Yemeni citizens are eligible to apply.**

Responsibilities:

•        Provide overall leadership for the implementation of the project;

•        Serve as principal liaison with USAID, counterparts and other donors;

•        Provide technical inputs in areas of his/her expertise in governance;

•        Oversee delivery of all reports and other USAID requirements;

•        Oversee internal management of the project including the budget and performance monitoring and evaluation.

Job qualifications : Qualifications:

•        Prior experience as Chief of Party or Project Director for USAID-funded projects;

•        Demonstrated technical expertise in public policies, local governance and community based institutional strengthening in an international context preferred;

•        Fluency in English and Arabic with the ability to produce high-quality technical documents as well as presentations and project reports;

•        Degree in relevant discipline; advanced degree preferred;

•        Demonstrated abilities in leadership, management and host country government relationships.

Position Summary:

The local Director of Grants and Contracts will provide long-term management of all financial and administrative aspects of the project.   S/he will report to the project Chief of Party and supervise a team of finance and administrative personnel. S/he will oversee the grants and contracts component of the project and ensure that all USAID rules and regulations are met.

**This is a local position, only Yemeni citizens are eligible to apply.**

Responsibilities:

•        Manage the grants and contracts component of the project;

•        Develop and implement procedures for awarding grants and contracts;

•        Evaluate grant and contract applications, proposals and awards to ensure compliance;

•        Ensure proper negotiation terms for sub-grants and analyze budget estimates consistent with USAID requirements;

•        Develop negotiation strategy and lead negotiation team on complex contractual issues;

•        Work closely with MSI partner and sub-contracting organizations, ensuring compliance and building capacity as needed;

•        Analyze new law, regulation and contract trends for potential impact on goals and objectives.

Job qualifications : Qualifications:

•        Demonstrated experience managing sub-grants for USAID funded projects;

•        Expertise and knowledge of USAID rules and regulations as related to grants management;

•        Demonstrated knowledge of US government contracting instruments and in depth knowledge of AIDAR, FAR, CFR and other USG regulations;

•        Experience in procurement with USAID contracts;

•        English fluency preferred.

The Research Associate will participate in all aspects of the design, implementation, analysis, and dissemination of the MEASURE Evaluation project evaluations and technical assistance.  This person will also provide capacity building support on monitoring and evaluation for in-country research and evaluation partners.  An important role of this person will include identifying potential research areas that can be examined with the MEASURE Evaluation and other data, leading data analysis of identified areas, and presenting findings to national, regional, and global audiences.  The position will report to the Deputy Director.

Job qualifications : Education Requirements:

A Ph.D. in Economics, Sociology, Public Health, Demography, Epidemiology or a related discipline is required.

Qualification & Experience Requirements:

Thorough understanding of the determinants of health outcomes and individual-level decision-making processes related to these outcomes (preferred); Demonstrated advanced skills in quantitative methods of data analysis (required); Experience in management and analysis of household survey data for program evaluation (preferred); Strong writing and communication skills (required); Teaching experience (preferred); A minimum of 2 years experience in developing countries and the ability to work effectively in developing countries (required); Strong interpersonal skills, including the ability to work effectively with other project staff, funding agencies such as USAID and US based and international colleagues (required); Fluency in English (required); A second language, particularly Spanish or French, (preferred); Availability to travel internationally at least 20% time annually (required).
