Project/Proposal Summary: 

MSI was recently awarded a three-year contract with USAID/Sudan. The Services Under Program and Project Offices for Results Tracking (SUPPORT) program is responsible for executing functions associated with the Mission’s Program and Communications offices. As a part of the SUPPORT program, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits. Position Summary:

MSI is seeking two consultants to lead a collaborative Mid-Term Review of the Localizing Institutional Capacity in Sudan (LINCS) project implemented by Mercy Corps and International Rescue Committee (IRC).  Ideally, one evaluator would be an expert in assessing and analyzing USAID projects, especially in civil society development and the other evaluator having extensive experience working in East Africa, Sudan and/or similar post conflict environments. The evaluators should have experience leading participatory evaluations, or at least evaluations where evaluation teams include critical stakeholders as active participants. In addition, the evaluators should have experience in implementing and/or evaluating: complex field-based programs; civil society strengthening programs; radio programs; election monitoring programs; advocacy programs; and social inclusion programs. This is a short term technical assignment. The consultants will work very closely with the rest of the evaluation team (including representatives from USAID, Mercy Corps and/or IRC, the Sudan Governing Justly and Democratically Team and the USAID/Sudan Program Office. The duration of the project is short term (approximately five days of preparation, 3.5 weeks in the field, and a few days to finalize the draft report, based on client feedback).

Responsibilities:

• Lead MSI’s efforts to conduct a collaborative mid-term evaluation of the LINCS project;

• Work under the joint direction of MSI’s Chief of Party and USAID/Sudan’s Program Office;

• Provide excellent evaluation and technical assistance to the Mission in the field;

• Take responsibility for managing the team, organizing its work, and ensuring quality control and delivery of a final report.

Job qualifications : Qualifications:

• Strong skills in conducting evaluations, particularly collaborative evaluations where representatives from USAID, host government, and the target institution participate on the team;

• Experience in implementing or evaluating USAID civil participation projects - and preferably in the Africa context;

• Extensive experience working in Africa, Sudan and/or similar post conflict environment;

• Advanced degree in, evaluation, public/private management, international development, public policy, quantitative analysis, or related field;

• Willing and able to travel in Southern Sudan;

• Ability to function as a collaborative team member under challenging conditions; and

• This position is a short term position, starting in April 2009.

Job description : MEASURE Evaluation, an international population, health, and nutrition monitoring and evaluation project, with offices at the Carolina Population Center (www.cpc.unc.edu), University of North Carolina at Chapel Hill, has an opening for a Ph.D. level Research Associate.

The Research Associate will participate in all aspects of the design, implementation, analysis, and dissemination of the MEASURE Evaluation project evaluations and technical assistance.  This person will also provide capacity building support on monitoring and evaluation for in-country research and evaluation partners.  An important role of this person will include identifying potential research areas that can be examined with the MEASURE Evaluation and other data, leading data analysis of identified areas, and presenting findings to national, regional, and global audiences.  The position will report to the Deputy Director.

Job qualifications : Education Requirements:

A Ph.D. in Economics, Sociology, Public Health, Demography, Epidemiology or a related discipline is required.

Qualification & Experience Requirements:

Thorough understanding of the determinants of health outcomes and individual-level decision-making processes related to these outcomes (preferred); Demonstrated advanced skills in quantitative methods of data analysis (required); Experience in management and analysis of household survey data for program evaluation (preferred); Strong writing and communication skills (required); Teaching experience (preferred); A minimum of 2 years experience in developing countries and the ability to work effectively in developing countries (required); Strong interpersonal skills, including the ability to work effectively with other project staff, funding agencies such as USAID and US based and international colleagues (required); Fluency in English (required); A second language, particularly Spanish or French, (preferred); Availability to travel internationally at least 20% time annually (required).
