Work
Profile: In order to make this a reality, we are looking for Project Officers
who have similar experience. The broad work functions would be to:
a.
Market these projects with different stakeholders across the Country through
presentations, field visits and consistent follow up.
b. Carry out a survey of the proposed project area and come up
with a need based project to be implemented and get the same accepted by the
Stakeholder.
c. Manage these projects through a dedicated team of people who
should be properly trained for the job. It needs to be ensured that the team is
following prescribed strategies and fulfilling targets under the projects,
carrying out trouble shooting if and when necessary.
d. Institutionalize the intervention by creating community driven
entities.
e. Carrying on reporting from time to time as required by the
Stakeholder.
f. Ensuring financial discipline is maintained at all times.

Summary:
MSI
was awarded a three-year contract with USAID/Sudan. The Services Under Program
and Project Offices for Results Tracking (SUPPORT) program is responsible for
executing functions associated with the Mission’s Program and Communications
offices. As a part of the SUPPORT program, MSI established an office compound
suitable for USAID and partner meetings in Southern Sudan, hiring technical and

Position
Summary:
MSI
is seeking a Senior Agriculture and Agribusiness Specialist to provide expert
advice and services to support the USAID/Sudan Mission. The Specialist will be
responsible for developing, implementing, and monitoring the Mission’s
agricultural portfolio activities by guiding, coordinating, and managing human
and financial resources assigned to achieve planned results in agricultural
development. The Specialist will facilitate/maintain technical discussions with
the Government of Southern Sudan’s (GOSS) Ministry of Agriculture (MAF), Ministry
of Animal Resources and Fisheries (MARF), and other ministries associated with
the advancement of the agricultural sector. This will include working with the
Sudanese private sector, non-governmental organizations (NGOs), other U.S.
Agencies, multilateral donors, and implementing partners. The Specialist is
expected to be entrepreneurial, resourceful, and innovative to identify and
encourage promising initiatives and leverage USG, GOSS, and other donor funds.
The Specialist will be a Contracting Officer’s Technical Representative (COTR)
for USAID/Sudan’s Food, Agribusiness, and Rural Markets (FARM) program and
serve as Activity Manager for various agriculture activities. S/he will also be
deeply involved in the planning of future USAID agricultural programs. The
duration of the project is long term (one year, with the possibility of
extensions up to a maximum of five years, based on client feedback).
Responsibilities:
•
Serve as the Mission’s primary technical expert in agricultural development,
agriculture sector capacity, agriculture-related environment concerns, and
cross-cutting concerns.
•
Advise the Economic Growth Team and Mission management, technical officers, and
other staff regarding agricultural development, agriculture sector capacity,
agriculture-related environment concerns, and cross-cutting concerns.
•
Provide guidance to the Mission, and/or other USG groups/forums; coordinate
information; and build consensus with various organizations involved in
preparing and approving various documents.
•
Provide analytical leadership and contribute to Mission strategy development to
enhance the long-term impact of USAID agriculture investments.
•
Coordinate closely with all USG entities to identify and exploit opportunities
to leverage efforts to achieve objectives and results within a “whole of
government” framework.
Job
qualifications : Qualifications:
•
Masters degree or equivalent from a national or international university in
agriculture, agricultural economics, business management, or a related field is
required. Preference will be given to PhD in one of these fields.
•
Minimum of ten years of progressively responsible, relevant work experience
managing and implementing agricultural development activities.
•
Minimum of two years of overseas experience working in fragile states,
democracies in transition, or post-transition societies. Preference will be
given to experience in Sudan and sub-Saharan Africa. Experience in the
countries of the former Soviet Union, Eastern Europe, the Balkans, Timor-Leste,
Iraq, or Afghanistan is also acceptable.
•
Experience working in dynamic, highly collegial and collaborative work
environments.
•
Experience working in multilateral development programs, and particularly with
officials and technical experts from other countries, is required.
•
Fluency in spoken and written English is required. Proficiency in Arabic is
highly desirable.
•
Experience-based knowledge of monitoring and evaluation, knowledge of USG
budgetary and procurement processes and property management principles in a
developing country context, preferably with USAID, another USG agency or other
international donors, is required.
•
Demonstrated technical, analytical, and decision-making skills that can be
applied to heavy workload/high stress work environments. Demonstrated
skills in designing, managing and evaluating government agricultural projects.
Skills supervising complex projects implemented across large
geographic areas.
This
is a long-term position with a start date in the beginning of May, 2010.

Since
December 2007, Management Systems International (MSI) has worked the USAID
Sudan Mission to support a peaceful transition of Sudan into a more stable,
secure country. Specifically, MSI

Summary:

OVERALL
RESPONSIBILITIES
The
Chief of Party (COP) is responsible for the oversight, management, monitoring,
and evaluation of the project’s performance and for the achievement of required
project results. The COP provides strategic leadership and bears primary
responsibility for the achievement of project technical objectives, the
effective management and development of staff, and for the timely and accurate
fulfillment of the administrative and reporting requirements specified by
USAID.
As
such, the COP determines the specific tactical and strategic responsibilities
allocated to the technical and operational staff, ensures a project structure
that facilitates information flow and work completion, provides and sustains an
overall vision of success that fully engages stakeholders and staff in the
fulfillment of this vision, and takes the actions necessary to ensure the
project receives ratings of 3 and higher on USAID performance evaluations. The
COP is the official representative of the contractor and maintains
communication between all relevant parties, including appropriate officials
from USAID, and the Cognizant Technical Officer (CTO) and Contracting Officer
(CO) assigned to this contract. S/he will work to ensure that the project
activities are supported and implemented to attain the intended results. The
COP also oversees project start-up and closeout phases and ensures compliance
with USAID regulations.
Job
qualifications : 1. Master’s
degree in public health management, public administration or related discipline
is required.
2. Ten years of experience in public health
in developing and/or transitional countries.
3. Specific understanding of issues relevant
to decentralized health services, including voluntary family planning, maternal
and neonatal health, child survival, malaria prevention and treatment, HIV
& AIDS prevention and treatment, safe water, sanitation and hygiene, and
BCC/IEC.
4. At least eight years of demonstrated
success in a leadership role in a public health and/or international
development project, preferably in Rwanda.
5. Demonstrated strategic agility,
diplomacy, conflict management, team building, hands-on supervisory, written
and oral communication, decision making, and negotiation skills
6. Demonstrated ability to work well with
senior colleagues, particularly interacting productively, proactively, and
comfortably with government agencies, NGOs, private sector groups, USAID, CAs,
and donor organizations.
7. Commitment to working closely with
MSH/Cambridge and partner organizations on a collaborative basis.
