Job description : Position Summary:
Develops and implements a training strategy tailored to the specific needs of the DOJ mission; Responsible for development and management of plans and processes to support ICITAP goals; Responsible for all mission site training programs; Develops curriculum systematically design to the host country or regional target audience; Develop metrics and measures in cooperation with the Quality Manager to assess effectiveness of the training and implement a continuous improvement process. Field Training Manager typically serve as senior mission leaders, responsible for proper distribution of assigned personnel based on need and ability (where appropriate), identifying training needs of contingent personnel and arranging necessary training; keeping all subordinate personnel informed on all matters pertaining to special assignments and CJPS directives. Field Training Managers typically serve at the level of training director (for training specialists), senior mentor to host nation command staff or senior advisor to US Embassy or personnel or other USG personnel on matters of special expertise. Requires about 60-72 hours of work per week.
Responsibilities:
• Develop a needs assessment process and creates an instructional design process as well as appropriate delivery methods and post-training evaluation methods.
• Recommends solutions for performance issues and potential areas of training
• Conducts training assessment and oversees the Training function in the mission area
• Teach host country managers to resolve performance issues
• Coordinates efforts to ensure full utilization of training sites, facilities, processes, resources and equipment
• Develop a comprehensive approach for capacity building to include “train-the-trainer” initiatives
• Work with host country officials to develop policy, programs, processes, procedures and assist these officials implement, communicate and consistently administer training programs consistent with law, regulation and international standards.
• Seeks new approaches, practices, process and techniques that improve the efficiency of service delivery to the host country institutions.
Job qualifications : Education and Experience
• Bachelor’s degree in Criminal Justice, Human Resources, Adult Education or a closely related field
• Advanced degree; or law enforcement command training through FBI, PERF, SPI, Northwestern, or similar institution.
• Desired/Preferred
• Prior experience as a International Police mentor/advisor in a senior capacity
• US military experience in infantry, intelligence or in a training or civil affairs role.
• Ability to speak a language spoken in a host country is highly desirable (e.g., Arabic, Dari, Farsi, Pashtu, Portuguese, Turkish (Kurd), Urdu, languages spoken in Eastern Europe, or Western Europe including German, Italian or French

Job description : Position Summary:
IT Specialists undertake projects to leverage information technology to enhance or extend local civil police services. These projects may range from developing appropriate IT architectures of a host country police organization, establishing and administering IT networks, configuring, reconfiguring or managing IT systems, and/or providing Desktop support, hardware “break/fix”, installing operating systems, application software, providing laptop imaging support and other related services. Requires about 60-72 hours of work per week.
Responsibilities:
IT Specialists will typically be assigned to mentor or train at an advanced or specialized level, and require additional expertise and/or additional certifications/licenses in their area of expertise.
• IT Specialists may be required to provide specialized training, mentoring or other support in critical IT needs areas such a border control/patrol, crimes against persons, property crimes investigations, court security, intelligence, customs, crime scene investigation, dignitary protection, civil disorder, organized crime and anti-corruption.
• IT Specialists may serve as trainers, mentors or senior advisors depending on the needs of the mission and the expertise of the individual candidate.
• IT Specialists may be required to make recommendations to establish, develop, improve or integrate host country or regional IT infrastructure, hardware, software, protocols, procedures or other recommendations to fully leverage IT capability to enhance law enforcement and justice administration capability and capacity.
• IT Specialists may be required to assist host nations/regions document and administer system and application software; establish and maintain system security and access control and other IT system management tasks
Job qualifications : General
• IT Specialists shall have a combined total of eight (8) years work experience with at least five (5) years experience in their relevant field (i.e., state, local, country and/or federal law enforcement service)
• BS Information Technology, Management Information Systems or related field
• MS Systems Administrator highly desirable
• Ability to speak a language spoken in a host country is highly desirable (e.g., Arabic, Dari, Farsi, Pashtu, Portuguese, Turkish (Kurd), Urdu, languages spoken in Eastern Europe, or Western Europe including German, Italian or French

Law Enforcement Specialists (Police) mentor or train police forces on modern methods to perform police functions, develop law enforcement institutions, and assist host countries provide front-line support for the war on terrorism.
Law Enforcement Specialists deliver training in support of critical needs areas such as, Terrorism and Transnational crime, Criminal Investigations, Forensics, Specialized and Tactical Skills, Public Integrity and Anti-corruption, Community Policing, Marine and Border Security, Criminal Justice Coordination, Information Systems, and other Basic Police Services including Corrections.

Job qualifications : General

• Valid U.S. driver’s license and ability to operate a standard transmission 4x4 vehicle

• Excellent health and be able to pass requisite physical, medical and psychological tests appropriate to assigned mission/country
• Valid U.S. passport
• Negotiating, interpersonal and leadership skills
• The ability and willingness to train other individuals in their area of expertise
• Must pass a nine-panel drug test for THC, Cocaine, PCP (Phencyclidine), Opiates, Methamphetamine, Methadone, Amphetamine, Barbiturates, and Benzodiazepines.
Education and Experience
• Law Enforcement Specialists shall also have one of the following: a Bachelor’s degree in criminal justice/law enforcement or related field; an advanced degree; or law enforcement command training through FBI, PERF, SPI, Northwestern, etc.
• Eight years or more of experience as a sworn Police Officer in a large Police or Sheriff’s Department.
• Ability to speak a language spoken in a host country is highly desirable (e.g., Arabic, Dari, Farsi, Pashtu, Portuguese, Turkish (Kurd), Urdu, languages spoken in Eastern Europe, or Western Europe including German, Italian or French
• Prior experience in an ICITAP Law Enforcement Specialist role or experience as a CIVPOL, CNTPO or other International Program in a Law Enforcement advisor role is highly desirable.
• Prior US Military experience in the Infantry, Civil Affairs or Special Forces unit is highly desirable.

The International Criminal Investigative Training Assistance Program (ICITAP) focuses on police, forensics, corrections, and border security development. ICITAP works closely with other agencies of the United States Government including the National Security Council, the U.S. Department of State and USAID to transform and develop foreign criminal justice systems in a variety of environments.
Position Summary:
Manages foreign travel requests to arrive at timely, compliant and cost-efficient solutions for travel of DOJ, Contractor and other personnel travelling in support of the ICITAP mission. Manages all aspects of the travel function including coordinating country clearances, visas, health and other requirements to fulfill the DOJ ICITAP mission. Requires about 40-50 of work per week.
Job qualifications : General
• Minimum of 2 years experience and knowledge of the responsibilities and requirements for this position or service with a DOD, DOS, USAID, or DOJ office performing foreign travel functions.
• Comprehensive knowledge of Government Travel Regulations (GTR) and substantive experience working with travel, hotel and the hospitality industry in arranging travel, hotel reservations, conference space and communications capabilities world-wide.
• Ability to negotiate rates favorable to the Government with air carriers, hotels, surface transportation carriers, local vendors and other service suppliers related to fulfilling the travel function.
• Must have thorough knowledge and experience of customer related foreign travel issues and be able to recommend appropriate solutions to ensure travel processing is completed on time.
• Must be able to obtain a Government security clearance
Education and Experience
• Requires BS/BA degree or 5 years of equivalent work experience supporting travel projects of comparable scope, complexity and Government oversight.
• Experience managing an international travel function in a government, commercial or contractor setting.
