MSI seeks a seasoned Rural Livelihoods Specialist for a five-year Consolidation and Enhanced Livelihood Initiative in the Central Region of Colombia. The project will emphasize immediate, short-term interventions to meet urgent economic and social needs in order to demonstrate Government of Colombia presence and to help target areas recover more quickly from the effects of conflict.  Project activities will help build confidence in the GOC, provide the opportunity to build relations between communities and local government, and respond to local dynamics.

Position Summary:

The Rural Livelihoods Specialist will be responsible for specific results relating to this aspect of the project.

Responsibilities:

•        Provide technical expertise for developing and executing innovative approaches to livelihood and/or enterprise development, food security and related areas;

•        Plan and implement  activities to improve livelihood development and food security through institutional development and technical support to government agencies;

•        Provide day-to-day coordination, monitoring and supervision of staff implementing activities related to the above referenced technical areas;

•        Assist with the transfer of livelihood and enterprise development methodologies and capabilities to local institutions.

Job qualifications :

•        Bachelor’s degree and demonstrated experience/training in the livelihood development field (economics, international studies, health, agriculture/horticulture, livestock, agricultural economics, local governance, etc.)

•        Extensive experience designing and/or managing projects that are focused on livelihood creation and enterprise development, food security, information sharing/dissemination, poverty mapping, etc.;

•        Proven experience successfully developing and executing innovative approaches for these technical areas;

•        Must be willing to live in the regions where the programs will take place;

•        English and Spanish language fluency required.

•        Facilitate development and maintain networks and coalitions of NGOs;

•        Strong knowledge of the legal framework for NGOs, as well as issues of NGO capacity and sustainability;

•        Proven experience in developing and conducting training programs;

Job description : Program Director – Kosovo Rule of Law— Increasing the Demand for Justice through Community Based Information Centers and Advocacy

The Institute for Sustainable Communities (ISC) is looking for Program Director candidates to lead implementation of a Department of State-funded Rule of Law Program in Kosovo.  The program will aim to increase citizen demand for justice by providing community-based information resources and improving national-level policy debate and advocacy.  We are especially interested in candidates who have achieved positive program impacts and demonstrate creative and adaptive program management in challenging environments.

Ideal candidates will have senior-level civil society experience in developing public education and advocacy campaigns and mobilizing citizens around government accountability as well as experience in Kosovo or similar developing and/or post conflict countries.  Director will oversee program implementation and manage the day-to-day functions of the rule of law program, including supervision and guidance of technical assistance, outreach activities, coordination with consultants and local implementing partners, review and submission of project reporting and communications products, and provision of strategic assistance on all program components.  The Director will report to ISC’s Chief of Party for the Kosovo Civil Society Strengthening Program based in Pristina, Kosovo.

ISC is an innovative, international development organization that has successfully worked for 19 years to give citizens and the organizations that support them the tools, skills, and resources they need to improve lives and build a more peaceful, stable world.   

Job qualifications : Qualifications:

•        Senior experience in Rule of Law, Civil Society and Advocacy programming in a developing country. Specific experience and skills in delivery of civil society capacity building activities, training including “training of trainers”, and mentoring local partners (civil society organizations).  Balkans experience preferred.

•        Law or advanced degree in related discipline and seven years of senior project management experience with nonprofit organizations in an international setting, including three years of senior level management experience.

•        Demonstrated ability to manage complex projects in challenging settings and meet or exceed expected results.

•        Ability to develop and sustain close relationships with program partner organizations, donors, host government officials, and a wide range of national and international NGOs;

•        Experience in developing annual work plans and preparing regular program reports and documentation is critical, as is the ability to establish and sustain program monitoring teams and impact evaluation.

•        Excellent written and oral communication skills;

•        Proficiency in computer applications, including email and spreadsheets. 

•        Fluency in English (spoken and written) is required and Albanian language skills a plus.
