Job description :

Project/Proposal Summary:  During the last year, USAID has undertaken a nearly unprecedented staffing increase as they added hundreds of new positions to the mission in Afghanistan and around the world.  MSI is proud to partner with USAID on this effort, and has been working closely with AID since 2009 to support this massive recruiting effort.

USAID and MSI are looking for strong development and technical professionals for positions in Afghanistan and Pakistan, for positions in the capital cities as well as throughout the regions.   

Position Summary:

The FS-04/05 General Development Officer (GDO) will be based on a Provincial Reconstruction Team (PRT), District Support Team (DST), Regional Command Center or other field unit.  The GDO will support a range of development programs throughout Afghanistan by assisting with development of strategies and analytical models, the design of methodologies and the analysis of data; and will provide assistance on these development programs.  Contracts are one year to start, renewable up to five years. 

Responsibilities:

        Serve as a field officer responsible for assisting with the implementation of the USAID strategy and operations with the PRT’s Area of Responsibility (AOR).

        Support the PRT itself by helping implement the strategy and guide the activities of the PRT.

        Work together with the Department of Defense, Agriculture, and State personnel on issues such as security, reconstruction and development.

        Help ensure each Coalition Force and Afghan stakeholder has the appropriate level of understanding, appreciation, ownership, and participation in USAID programs.

        Assist in assuring all administrative and accountability requirements related to USAID office operations are met and ensure these are handled in accordance with established policies and procedures.

        Handle logistics, prepare materials, and deliver briefings for visitors as needed.

   Expected to develop a productive relationship with and lend support to one or more USAID programs (i.e. health, education, infrastructure, governance, economic growth, etc.) and may be asked to perform specific duties including monitoring and evaluation.

Job qualifications :

        U.S. citizenship required.  Candidates with dual citizenship would need to renounce secondary citizenship

due to security clearance requirements.

        FS-04:

o        Bachelor’s degree plus 5 years relevant experience of which 3 are overseas; or

o        Master’s plus 4 years relevant experience of which 2 are overseas or 1 is in Afghanistan or Iraq; or

o        Doctorate (PhD, MD, JD) plus 3 years experience of which 2 are overseas or 1 is in Afghanistan or Iraq.

        FS-05:

        Knowledge of program/project management (design, implementation, monitoring and/or evaluation) principles, theories, concepts, methods and techniques.

        Ability to manage international development projects in a multicultural and interagency team environment.

Project/Proposal Summary: 

This NATO project in Afghanistan aims to provide the Afghanistan Ministry of Interior and the Afghan national Police Mentoring, Training and Logistic Support in the effort of assisting the Government of the Islamic Republic of Afghanistan to build, develop and sustain an effective and professional law enforcement organization. The goal of this program is to train and mentor the Afghans to manage all aspects of its police training within two years of contract award.

Position Summary:

This contract will have several hundred staff positions across a wide range of police-related technical areas.  Individual assignments, contract durations and duties will vary, but work will typically involve assessing, monitoring, advising, and mentoring the host-country law enforcement and criminal justice organizations (police, prosecutions, corrections) order to enhance their capabilities to effectively maintain law and order and adhere to democratic policing principles.

Job qualifications : Qualifications:

        Demonstrated expertise in policing, security, forensics, corrections and/or border rule of law issues, including prosecuting, either in the United States or abroad. 

        Prior experience as a state, local or federal police officer; sheriff’s deputy, state trooper or highway patrol officer; or correction or detention officer employed by a police department, sheriff’s department, state police or highway patrol, federal law enforcement agency, or a state, local or federal corrections facility or jail.  International applicants with equivalent non-US law enforcement experience are encouraged to apply, and US citizenship is *not* required.

        Prior experience conducting policing, security or other related assignments abroad with ICITAP, UN-DPKO or other multilateral organizations and bilateral donors is a plus.

        Ability to work in multi-cultural environments, with a strong focus on collaboration, training and local capacity building.

        Professional level proficiency in English required; fluency in Arabic, Spanish and/or French a plus.

        Bachelor’s degree, and at least 8 years of experience in a related field.

        Finalists will be required to submit to a background investigation and must be able to receive medical clearance to live in and travel throughout Afghanistan.  Some position may require carrying a firearm in the course of duty, and these positions will require a psychological evaluation as well.

The Specialist will also provide technical leadership on program design and proposal development in response to solicitations for peacebuilding and conflict mitigation programs.

Job qualifications : Well qualified candidates will have:

•MA (PhD preferred) in Conflict Analysis and Resolution, Peace Studies, Conflict Management, Dispute Resolution, or related field.

•Minimum of 7 years of work experience and technical, program management, and monitoring and evaluation skills in international development, conflict resolution, and/or peace building.

•Experience working in developing countries, including conflict affected and post-conflict settings, and fluency in French or another language (in addition to English) preferable.

•Working knowledge of USAID guidelines for reporting, contracts and procurement preferred.

•Knowledge of conflict mitigation and peacebuilding technical area, and knowledge of how to access experts and state of the art information, tools and materials needed for program implementation.

•Specific experience implementing conflict assessments for the US Government, and/or in implementing training in the area of peacebuilding and conflict management and mitigation, preferred.
