The PROGRAM REPRESENTASI (ProRep) project is a five-year project funded by USAID that aims to increase the effectiveness of representative groups and institutions in Indonesia, and in doing so, bolster both democracy and good governance. Project activities will focus on the following four components: 1) Strengthening the representational capacity of 16 to 20 membership- and constituency-based CSOs; 2) Building the capacity of 15 to 20 universities, think tanks, and CSOs to conduct and disseminate policy-relevant research and analysis on key policy and governance issues; 3) Supporting more effective, responsive, and transparent legislative processes in the DPR; 4) Providing timely assistance for special initiatives needed to protect or advance democratic governance.

Position Summary:

MSI is seeking an experienced Public Policy Specialist who will be responsible for the design and implementation of Component 2, as outlined above. Tasks include identifying and engaging with partner organizations, providing them with the skills, tools, and resources they need, monitoring and reporting on their performance, and supervising assistants. 

Responsibilities:

        Identifying Indonesian universities, think tanks and CSOs to build their capacity to undertake quality policy-relevant research and analysis;

        Ensuring sustainability after the project ends;

        Identifying research organizations which focus on the participation of women and/or research which examines the actual or potential impact of legislation and policies on women;

        Identifying research organizations based outside of Java to work with;

        Providing technical assistance, training, and other support to assist selected public policy research entities to develop strategies for improving and sustaining their work;

        Facilitating training and other support for media briefings and trainings;

        Facilitating support for consultative processes and engagement with political parties, CSOs, stakeholders, and government officials.

Job qualifications : Qualifications:

        Minimum of 7 years of international experience with public policy formulation, including work with a think tank, legislature, or government agency;

        Advanced degree in relevant field; or an additional four years of professional experience in lieu of an advanced degree;

        Experience with organizational capacity building or grants management a plus;

        Familiarity with Indonesian or Asian CSOs and/or politics a plus;

        Proficiency in Indonesian language highly desirable;

        Previous experience working on USAID- or donor-funded projects a plus;

        Some travel within Indonesia will be required.

Position Summary:

MSI is seeking an experienced Deputy Chief of Party to provide day-to-day project management, including management of staff, activities and grants and oversight of monitoring, evaluation and reporting.

Responsibilities:

        Work closely with the Chief of Party to implement the ProRep project, ensuring that all deliverables are met;

        Maintain direct oversight of the financial, administrative, and monitoring and evaluation components of the project, including the management of related staff;

        Oversee the project’s sub-grants component, and work closely with local CSOs as needed to develop grant technical applications and budgets, and to provide the necessary reports;

        Serve at the head of the project in the absence of the Chief of Party, and coordinate with USAID and external counterparts as needed.

Job qualifications : Qualifications:

        Minimum of 6 years of professional experience with progressively more responsible experience managing and leading donor-supported governance projects;

        Experience with grants management and substantial experience with USAID rules and regulations;

        Professional level fluency in English and Bahasa Indonesia;

        Prior experience at the DCoP level preferred; prior experience managing staff and overseeing project financial and grants management required;

        Degree in relevant field required; advanced degree preferred;

        Prior expertise on civil society/democratic governance programs helpful.

        Provision of technical assistance and training to build institutional mechanisms that strengthen the links between DPR members and their constituents;

        Provision of technical assistance and training to improve the overall effectiveness and transparency of the DPR, including the Secretariat and the bodies constituted within in, especially the komisi and committees;

        Possible technical assistance and training to be providing to the DPD, if determined by USAID;

        Tracking and measuring changes in the DPR’s effectiveness, transparency and responsiveness.

Job qualifications : Qualifications:

        Minimum of eight years of international experience working on governance/policy reform programs or processes, including at least four years working with or in a Parliament;

        Advanced degree in relevant field, or an additional four years of professional experience in lieu of an advanced degree;

        A demonstrated ability to operate prudently, effectively, and diplomatically in a highly political environment;

        Familiarity with Indonesian or Asian CSOs and/or politics a plus;

        Familiarity with USAID-funded NLSP and DRSP programs a plus;

        Professional level fluency in English and Bahasa Indonesia required;

        Previous experience working on USAID- or donor-funded projects a plus;

        Some travel within Indonesia will be required.

1.       THE ORGANISATION

The Australian International Health Institute (The University of Melbourne) Ltd, a company of the University of Melbourne, is an operating arm of the Nossal Institute for Global Health.  The Program Officer position will be employed under the AIHI company.

The Nossal Institute for Global Health’s mission is to work in partnership to expand knowledge, advocate for change and build capacity of governments, organisations and individuals to promote and protect the health of populations, thus contributing to a healthier future for humanity through advances in global health.

The institute has a combined focus on development assistance, research and teaching.  Through capacity building and partnership, the Nossal Institute for Global Health works internationally across South and South East Asia, the Mekong, Southern Africa and the Pacific to address global health challenges in regions where public health needs are greatest.

One area of focus for the Nossal institute is Disability Inclusive Development, which promotes the involvement and agency of people with disabilities in all international development initiatives. In recognition of the need for increased capacity across both disability and development sectors to build disability-inclusive development practice and research in Australia and the Asia Pacific region, the Nossal Institute has formed a partnership with CBM Australia.

The CBM-Nossal Institute Partnership in Disability-Inclusive Development has a strong focus on capacity development and operational research, to increase effectiveness of development activities which focus specifically on, or aim to ensure inclusiveness of, people with disabilities.  Both agencies have worked independently and together for many years to build capacity for and awareness of disability-inclusive development. The partnership brings together the strengths, resources and networks of each organisation to enhance Australia’s ability to contribute effectively to disability-inclusive development work.

2.       POSITION SUMMARY

The Program Officer will work as part of the Program Management team to undertake project management and program development activities across the Nossal Institute’s portfolio of development assistance and research activities with a focus on supporting the Disability Inclusive Development team, through close association with the CBM-Nossal Institute Partnership in Disability-Inclusive Development.   Initially, the focus on Disability Inclusive Development will be 60%, with the remainder of time supporting other Nossal activities as allocated by the Manager, Program management Team.   This proportion may vary over time as Institutional needs and priorities change.

While the Program Officer will be Nossal Institute employee (through AIHI) and based at the University of Melbourne in Carlton, they will be required to spend an agreed proportion of their time at CBM Australia in Box Hill to work with the members of the CBM-Nossal Partnership and will need to be flexible in this regard. 

3.       KEY RESPONSIBILITIES

The Program Officer will be responsible for:

3.1     Program Development           

a)       Maintaining tracking of development assistance and research funding opportunities specifically:

        Utilizing appropriate tracking tools to monitor program opportunities

        Supporting the compilation of periodic program reports

        Consulting with other AIHI teams to identify new opportunities and strategic program directions

b)      Contributing to the securing of development assistance and research activities by:

        Coordinating and contributing to calls for proposals, expression of interests and tenders

        Identifying and developing strategic partnerships for development assistance

        Compiling and maintaining capacity statements and marketing materials

        Formatting and adapting CVs to meet position terms of reference and format requirements

        Establishing and maintaining dialogue with consultants

        Conducting referee checks for consultants selected in project tenders and consultancy services

3.2     Program Management and Administration                                      

a)       Undertake management and administration of assigned development assistance and research activities, including:

        Coordinating the development and monitoring of workplans

        Overseeing contracts and agreements with the donor to ensure adherence to contractual responsibilities

        Developing and negotiating contracts and agreements with partner organisations in Australia and internationally

        Coordinating, writing and reviewing financial and narrative reports

        Managing project finances, including budget management, overseeing funds transfers and preparing invoices

        Maintaining spreadsheets and project files

b)      Supporting the management of consultants, including:

        Preparing Terms of Reference

        Providing relevant information, documentation, and briefings

        Providing mobilisation and demobilisation and other professional/personal support to consultants in the field

        Monitoring the input days and quality of outputs by consultants

        Ensuring payments are processed in accordance with contracts

c)       Supporting the planning and design of projects, including:

        Working with design teams on project concepts and strategies

        Contributing to project planning with technical staff

        Maintaining relationships with project staff, partners and donors

        Contributing to the development and management of risk management and security plans

        Identifying program issues and risks and contributing to solutions

a)       Supporting monitoring and evaluation, specifically:

        Overseeing quality assurance of outputs and reports

        Working with monitoring and evaluation teams as opportunities arise

d)      Relationship building with partner organisations, specifically:

        Maintaining regular communications to support program management

        Sharing knowledge and information to enhance program quality

e)       Supporting program management systems, including:

        Maintaining program management systems

        Identifying gaps and recommending system modifications as necessary

        Working with the Corporate Services team to develop new program management policies and procedures as required

4.       ENVIRONMENT, OCCUPATIONAL HEALTH AND SAFETY

          The incumbent will:

        Follow safe work procedures and instructions

        Seek guidance for all new or modified work procedures

        Ensure that any hazardous conditions, near misses and injuries are reported

        Participate in meetings, training and other health and safety activities

        Use equipment in compliance with relevant guidelines, without wilful interference or misuse

5.       TERMS AND CONDITIONS

This is a full-time fixed-term appointment for a 2-year period, pending a mutual review after the first 3 months. The remuneration package, including base salary and superannuation, will be negotiated with the successful candidate. As a charity recognized by the Australian Taxation Office, AIHI enjoys the privilege of Fringe Benefit Tax concessions and offers salary packaging to its employees.           Essential:

        Degree qualifications in development studies, social science, public health or a relevant specialist area

        Demonstrated understanding of and commitment to the principles of global health and development, social inclusion and rights based approaches

        Ability to work in a multilingual and culturally diverse environment, and with vulnerable groups

        Experience in management of international development projects, including proposal writing and adhering to reporting requirements

        Strong administrative and organizational skills, including goal setting, planning and time management

        Excellent verbal and written communication skills, particularly in the preparation of proposals and submissions, reviewing technical reports and conducting stakeholder consultations

        Demonstrated ability to use initiative and sound judgement

        Sound understanding of budgeting and financial management

        High level of computer literacy and competence (MS Word and Excel)

        Demonstrated ability to work across two organisations and their respective policies, systems and procedures

          Highly desirable:

        Experience and/or exposure to Disability Inclusive Development activities
